Police Ethics

The Québec police ethics system is based on the Code of ethics of Québec police officers and includes two separate, autonomous and independent authorities that oversee its enforcement and compliance:

  • the Commissaire à la déontologie policière
  • the Comité de déontologie policière.

The Commissaire à la déontologie policière is the body responsible for civilian oversight of the behaviour of all police officers, special constables and highway controllers in the performance of their duties. He receives the public's complaints.

The Comité de déontologie policière is a specialized administrative tribunal which assures the protection of citizens in their relations with police officers, special constables and highway controllers. The Commissaire cites the police officer, the special constable or the highway controller before the Comité when he considers that the evidence justifies it.
