All-Terrain Vehicles and Snowmobiles
There are many excellent snowmobile and ATV trails within the limits of the City of Whitehorse. In order for everyone to enjoy them safely there are regulations that must followed as laid out in the All-Terrain Vehicle Bylaw and the Snowmobile Bylaw.

Licencing/Registration requirements:

Off Road use only (must be trucked to the off road location):

  • Public liability insurance

On road (must conform to Yukon Territorial Motor Vehicles Act):

  • All off road requirements, plus:
  • Motor Vehicles registration
  • Drivers licence
  • Helmet
  • Snowmobiles must be equipped with:
    • Headlamp
    • Tail lamp
    • Brake light
    • Licence plate light

Operating Rules:

  1. A rigid tow bar must be used between a snowmobile and any towed object.
  2. A snowmobile may not be operated in such a manner as to constitute a nuisance or create an annoyance to residents or other people in the City.
  3. The maximum speed allowed on a highway/roadway is 30 km/hr.
  4. A snowmobile may not be operated on private property without having first obtained the permission of the owner or occupant.
  5. A snowmobile must yield the right of way to motor vehicles.
  6. When on a highway/roadway, snowmobiles must be in single file except when passing.
  7. When driving a snowmobile from his/her place of residence, an operator must take the most direct route to the nearest place where he/she may lawfully operate a snowmobile, and may not operate on a highway for any other purpose.
  8. When operating a snowmobile across a highway:
    • Stop before entering on to a roadway or parking lane.
    • Passengers must get off the snowmobile.
    • Drive the snowmobile across the highway as near as possible at right angles.
    • Yield the right of way to any other approaching vehicles.
    • Do not operate it on a sidewalk, but as near to the right hand curb or edge of road as is practicable.
  9. Snowmobiles are not allowed on designated ski trails.
  10. Do not drive on a highway between 10:30PM and 7:00AM.
  11. Snowmobiles may not be operated on Two Mile Hill between the Alaska Highway and the Second Avenue Extension.
  12. Snowmobiles may not be operated in these downtown boundaries:
    • North by the Second Avenue Extension.
    • South by the White Pass and Yukon Rail right-of-way.
    • West by the Airport reserve.
    • East by the east bank of the Yukon River.
  13. Every driver of a snowmobile must stop immediately when signaled or requested to stop by an officer, and must remain stopped until the officer permits them to leave, and must provide any information required.

ALL-TERRAIN VEHICLES

An All Terrain Vehicle (ATV) is a wheeled or tracked vehicle designed and used primarily for off road use and includes 2, 3, 4, and 6 wheeled motor cycles but does not include snowmobiles.

Registration requirements:

Off Road use only:

  • Public liability insurance
  • Helmet

Operating Rules:

  1. ATVs may not be operated in protected areas.
  2. A rigid tow bar must be used between a snowmobile and any towed object.
  3. An ATV may not be operated in such a manner as to constitute a nuisance or create an annoyance to residents or other people in the City.
  4. An ATV may not be operated on a highway except for the purpose of crossing the highway.
  5. When crossing a highway stop the ATV before entering the highway. Driver and passengers must dismount and the operator must push the ATV across the highway perpendicular to the normal flow of traffic. The operator must yield the right of way to all vehicles, pedestrians and cyclists. Please take all precautions to cross the highway safely.
  6. An ATV may not be operated on private property without having first obtained the permission of the owner or occupant.
  7. An ATV may not be operated in a manner that is dangerous to him/her self, other persons or property.
  8. An ATV may not be operated in such a manner as to willfully harass, chase, injure or kill any wild or domestic animals.
  9. The exhaust system of an ATV may not be altered.
  10. Operate an ATV with no more than the number of persons for which it was designed to carry.
  11. ATVs are not allowed on designated ski trails, except when used for trail maintenance or emergency evacuation of an injured person.
  12. ATVs may not be operated in these downtown boundaries:
    • North by the Second Avenue Extension.
    • South by the White Pass and Yukon Rail right of way.
    • West by the Airport reserve.
    • East by the east bank of the Yukon River.
  13. Every driver of an ATV must stop immediately when signaled or requested to stop by an officer, and must remain stopped until the officer permits them to leave, and must provide any information required.
