Act respecting owners and operators of heavy vehicles
Passed in June 1998, the Act respecting owners and operators of heavy
vehicles introduced a new road transport management framework.
This framework is based on a registration system and on-going conduct
review of heavy vehicle users. Penalties of various degrees of severity
are also imposed on those persons whose behaviour is considered unsatisfactory.
All these tools are currently in place and, when required, are used to
sanction high-risk or delinquent heavy vehicle users.
Full enforcement of these administrative measures now makes possible
effective monitoring of road user privileges from the standpoints of road
user safety and preservation of the road network.
