Cargo securement 

Cargo securement

Cargo securement consists of positioning loads carefully and holding them against the platforms and walls of the vehicle by appropriate means (adequate loading arrangement, blocking mechanisms, tie-down devices and systems, etc.) in order to prevent goods from shifting or falling during transport.

Legal and regulatory requirements

Section 471 of the Highway Safety Code provides that no person may drive or allow anyone to drive a road vehicle carrying a load that is not solidly secured or adequately covered so that no part of the load:

  • Can shift or fall off the vehicle,
  • Can compromise the stability of the vehicle,
  • Is fastened to the vehicle in violation of the Cargo Securement Standards Regulation.

Cargo Securement Standards Regulation (Order-in-Council 583-2005)

This section contains information concerning the Ministère des Transports du Québec’s Cargo Securement Standards Regulation . It should not be used as the basis for a legal interpretation of the Regulation, and under no circumstances does it relieve carriers and drivers of their obligation to know and comply with the securement standards for every type of load they carry.

The new Cargo Securement Standards Regulation came into force on July 14, 2005. It incorporates the provisions of National Safety Code Standard 10 – Cargo SecurementDownload AdobeTM Acrobat ReaderTM.. Training material and information pertaining to the Standard can be obtained by visiting the Canadian Council of Motor Transport Administrators.

The other Canadian administrations have also adopted the provisions of National Safety Code Standard 10 – Cargo Securement in order to harmonize securement standards in Canada in 2005. The adoption of this new regulation, both in Québec and in the rest of Canada, represents a major step in the process of harmonizing cargo securement standards throughout North America. The Federal Motor Carrier Safety Administration (FMCSA) has already adopted a new regulationDownload AdobeTM Acrobat ReaderTM., which came into force in the United States on January 1, 2004.

In June 2006, the FMCSA made several amendments to its regulations, which created discrepancies with some securement standards. As a result of theses amendments, American standards are now more restrictive than those of Canadian administrations for certain types of transport, particularly for carrying flattened or crushed vehicles, for carrying vehicle with an individual weight greater than 4,500 kg and for carrying metal coils.

The new Info camionnage (02.11.06 bulletin), which replaces the two previous bulletins (02.01.06 and 02.02.05), discussed the procedures for applying securement standards in Québec, and contains general information pertaining to the standards.

The new Info camionnage bulletin for the trucking industry (number 02.11.06), which replaces Bulletin 02.10.05, discusses the conditions of application of the new cargo securement standards as of February 1, 2006.
