Fishing and taxation
Hélène Marquis began her career with the Canada Revenue Agency in May 1998,
in Rimouski, where she holds the position of tax auditor for individuals in
business. Since the spring of 2003, she has divided her time between conducting
audits and educating people by informing them on various taxation topics.
Conference summary:
Taxation is an important consideration for a business. The conference
discussed taxation in general and in particular as it applies to the fishery.
The main topics covered were: fishery earnings and expenses, types of
accounting, bookkeeping and record keeping, investment tax credit, capital gains
and losses.
Regulatory reform and fishing vessel safety regulations
Robert Beaudoin has been a marine inspector with Transport Canada for close
to seven years. He arrived in the Îles-de-la-Madeleine last January. He set up
an inspection program for small fishing vessels of less than 15 gross tons,
which he oversaw for several years.
Gilles Hubert completed his navigation course at the Institut maritime de
Rimouski. He was a captain for more than eight years, several with the
Groupe Desgagnés. Mr. Hubert has been a marine inspector with Transport
Canada for the past two years.
Conference summary:
The marine safety inspectors from the Îles-de-la-Madeleine office held an
information session on the Regulatory Reform regarding the inspection of fishing
vessels. The presentation focussed primarily on the fishing vessel safety
regulations currently under study. It was in response to a public consultation
with the industry conducted in February 2005.
Tax credit: aquaculture research and development
Jean-Guy Paquet holds a master’s degree in aquaculture and serves as a
national sector specialist in technology, the environmental and aquaculture for
the Canada Revenue Agency. He was also, among other things, a
biologist/administrator for the firm PESCA Environnement and an environmental
consultant for Human Resources Development Canada.
Conference summary:
This conference was a source of information about the admissibility of the
research and development carried out by enterprises for tax credit purposes in
the aquaculture, fisheries and environmental sectors.
Harbour authorities and their volunteers: a crucial
partnership
Guy Descôteaux is Special Project Manager and the person responsible for the
Harbour Authority Program at Fisheries and Oceans Canada. With the department
since 1985, he has been with Small Craft Harbours since 1987.
Conference summary:
This conference described the mandate of harbour administrations as well as
the importance of the volunteers who work in fishing harbours.
