Mission
The mission of the Ministère du Développement durable, de
l’Environnement et des Parcs is to protect the environment and natural
ecosystems for the benefit of current and future generations. Its
leading role is to promote sustainable development and, in keeping
with that responsibility, it aims to keep the environment healthy
within the confines of economic development and social progress.
Fields of Activity
The Ministère operates in the following areas:

promotion of sustainable development intended
within the public administration and Québec society;

protection of Québec’s ecosystems and biodiversity
by the development of ecological reserves and safeguarding of plant
species and their habitat;

development of national parks;
-
prevention or reduction of water, air and ground
contamination;
-
management of the public water domain and dams;
-
quality of drinking water;
-
reduction, reclamation and management of residual
materials;
-
observation of and acquisition of knowledge about
ecosystems.

Our values
To properly fulfill its functions and its mission, the Ministère
bases its actions on such fundamental values as equity, rigour,
responsibility, transparency and respect.
Services
The services offered by the Ministry are the following:
policies and programs in the environmental protection field;
authorizations and permits to carry out projects concerning the
environment;
control, supervision, inspections and investigations to ensure
compliance with environmental standards;
environmental analyses;
professional and technical expertise in the environmental protection
field;
response in the event of an environmental emergency;
financial support for environmental projects;
information and documentation on questions related to the
environment.
Agencies
- The Centre d’expertise en analyse environnementale du Québec’s
mission is to guarantee the availability, quality and continuity
of expertise and analytical information for environment protection
and resource conservation needs.
- The mission of the Centre d’expertise hydrique du Québec is to
manage the provincial water regime with a concern for safety,
equity and sustainable development.
Partners
To fulfill its mission, the Ministry is assisted by three key partners:
the Société québécoise de récupération et de recyclage (RECYC-QUÉBEC),
the Bureau d’audiences publiques sur l’environnement (BAPE) and the
Société des établissements de plein air du Québec (SÉPAQ). It also
relies on the support of the following institutions and organizations:
departments and organizations, such as the Ministère des Ressources
naturelles et de la Faune (MRNF), Ministère de l’Agriculture, des Pêcheries et de l’Alimentation
(MAMR), Ministère des Affaires municipales et des Régions,
Ministère de l’Industrie et du Commerce (MIC), Ministère de la Santé et
des Services sociaux (MSSS), Ministère des Transports (MTQ), Ministère des Relations internationales (MRI), and
Ministère du Développement économique, de l’Innovation et de l’Exportation (MDEIE);
regional and local players including municipalities, regional county
municipalities, metropolitan communities and local development centres (LDC);
environmental organizations;
corporations and associations representing the industrial,
agricultural and municipal sectors;
educational institutions and research centres;
institutional, industrial, municipal and private
laboratories as well as environment firms.
Clientele
The Ministère du Développement durable, de l’Environnement et des Parcs
acts on behalf of the citizens of Québec to ensure that their environment
is healthy and to protect public health. Specifically, the Ministères
clientele includes individuals, groups and organizations, laboratories and
businesses who request authorizations under environmental legislation, who
hold accreditations or are recognized as experts by the Ministère or who
wish the rights granted to them under the laws governed by the Ministère.
Its clientele also includes all of those who request information or
actions to be taken for such purposes as preserving the environment.
