Security and Emergency Preparedness Inspector - Headquarters

Group & Level: TI-04, TI-05, TI-06 and TI-07
(TI = Technical Inspector)

Minimum Qualifications:

Candidates must fully demonstrate in their application that they meet all of the minimum qualifications.

Education:

  • Graduation from a University in an acceptable specialization or
  • Combination of post-secondary education, training and experience in a related field or
  • Combination of secondary education and extensive, relevant experience in a related field

Experience:

Depending on the level of the position, candidates will be required to possess, at a minimum , one or more of the following experience requirements:

  • Experience in legislation-based inspection and/or
  • Experience in investigation and/or
  • Experience in enforcement activities and/or
  • Emergency Preparedness/Business Continuity

Again, depending on the position and its level, you may also be requested to possess one or more of the following experience:

  • Monitoring and coordinating inspection activities
  • Developing/implementing legislation
  • Monitoring and coordinating investigations
  • Negotiating and arbitrating on enforcement matters
  • Preparing contingency plans
  • Evaluating corporate security at Transport Canada owned and operated facilities
  • Compliance
  • Evaluating transportation operators and facilities federally legislated under the Aeronautics Act
  • Evaluating transportation operators and facilities federally legislated under the Marine Transportation Act
  • Evaluating transportation operators and facilities federally legislated under the Railway Safety Act
  • Developing/implementing policy
  • Providing subject matter expertise to agencies outside the government
  • Comprehending and interpreting legal text in order to provide advice to senior management regarding government security policy and practices
  • Supervising and providing guidance to staff
  • Motivating employees
  • Developing work plans
  • Utilizing general software programs and systems
  • Developing and delivering of presentations

Other requirements:

  • Possession of a valid driver's licence
  • Ability to discriminate colours along the red, green and blue colour spectrum *

* Inspectors must verify colour images on baggage x-ray equipment

Citizenship:

Preference will be given to Canadian citizens. Functions:

The specific objectives of the Security Operations Branch are as follows:

  • Provide a strengthened central focus to ensure the effective monitoring and compliance of the Transportation Security Regulations

  • Develop and promulgate Departmental policies, directives, plans, standards and guidelines on inspection and compliance

  • Review existing Memoranda of Agreement/Understanding, based on site requirements and informing the Regional Directors, Security and Emergency Preparedness and Chief, Security Operations Branch, of any discrepancies

  • Enforce National Transportation Security Legislation

  • Develop operational standards for security equipment and ensuring their application

  • Establish certification requirements, operating standards, provide guidance for training standards of passenger screening personnel

  • Set national security standards, review security plans as applicable, monitor the effectiveness of site security and test site plans, equipment and procedures

  • Manage / administer security exemption program

  • Develop / manage security notices

  • Carry out foreign inspection.

The Security and Emergency Preparedness Inspector has a dual role, that of encouraging the development of aviation/rail/marine security in Canada and that of ensuring a secure aviation/rail/marine environment. These roles can best be exercised in an atmosphere of cooperation between the Security and Emergency Preparedness personnel and the Canadian aviation/rail/marine community.

The Inspector must be prepared to take immediate action whenever aviation/rail/marine security is compromised or jeopardized. Failure to take action may increase the threat to the National Transportation System.

The success of the enforcement program will depend on the sound and reasoned judgment of Inspectors who:

  • Earn the respect of the aviation/rail/marine community
  • Exercise objectivity and judicious restraint
  • Detect and investigate violations promptly and precisely
  • Enforce the security legislation effectively, fairly and equally.

Work Conditions:

Frequent travel, overtime and shift work may be required.
