The mission of the Ministère de la Santé et des Services sociaux is to ensure the health and well-being of the general public. In the event of an influenza pandemic, up to 35% of the population could be affected. Consequently, we need to plan for additional workers who will care for the ill, in network establishments, private clinics and possibly at non-traditional healthcare sites, not to mention the additional resources required for mass vaccinations.

We are therefore creating a pool of alternate human resources in every field outside the network. “Alternate human resources” refers to “individuals who come from outside the health and social services network and who provide, during a pandemic period, services for a network establishment and for activities normally performed by the establishment’s personnel.” To meet this objective, a campaign to register former network employees and members of professional orders is now being carried out.

The actions planned to ensure the continuity of network services are detailed in section 5 of the QPIP-HM.

To have your name added to the list of alternate human resources, you can call:
  • a professional order, if you are or were a healthcare worker;
  • your last employer, if you are a former network employee but are not a member of a professional order (e.g., maintenance employee).
