Municipal Preparedness


Mitigation/Prevention Preparedness Response Recovery


Preparing for an emergency is everyone's responsibility, however, emergency management begins at the municipal level. Local authority, assisted by mutual aid, is the first level of government response in dealing with an emergency.

Mayors and elected officials are responsible for:

  • Appointing a Municipal Emergency Measures Coordinator
  • Ensuring that an Emergency Management Program exists within their municipality
  • Ensuring the emergency plan is amended and updated on a regular basis
  • Ensuring that staff receive training and education
  • Ensuring that the plan is exercised on a regular basis

Most emergencies occur within, and are dealt with effectively by a municipality.
