Introduction

This document summarizes which Transportation of Dangerous Goods Regulations currently apply to the handling, offering for transport, transporting and importing of infectious substances by air. It also outlines what changes to these regulations can be expected .

Current situation

Compliance may be accomplished by:
  • Following the current TDGR requirements of Section 12.1 and the 2003-2004 ICAO TI’s Edition; or
  • Following the current TDGR requirements of Section 12.1 and the 2005/2006 ICAO TI’s * and related addendum/corrigendum in accordance with Section 1.9 that permits the use of the most recent version of the ICAO TI’s; or
  • Following the exemptions of Section 12.6 or 12.7, where applicable; or
  • Apply for a Permit for Equivalent Level of Safety in accordance with TDGR Part 14, should the consignor need to consolidate modal operations in using draft Amendment #6 to the TDGR.
* The 2005/2006 edition of the ICAO Technical Instructions and its Addenda (Doc 9284-AN/905 dated 18/3/05 and 30/6/05) reflect amendments made to the Infectious Substances requirements published in the 13th and 14th revised edition of the UN Model Regulations. Upcoming TDGR Amendments


When Draft Amendment #6 to the TDGR becomes law:

  • Section 1.3 - the 2004/2005 ICAO TI’s will be replaced with the 2005/2006 ICAO TI’s.
  • Section 1.39 - reference to Risk Group 2 will be removed and the exemption expanded to all Category B infectious substances.
  • Section 1.40 - exemptions for some Risk Group 3 organisms is repealed.
  • Sections 1.41 and 1.42 - will clarify specific safety requirements
  • Section 2.36 - will remove Risk Group classification and replace it with Category A or B infectious substances. (Appendix 3 – Guide to Category A and B Assignment replaces current Guide to Risk Group Assignments.)
  • Part 5 – Means of Containment - will introduce Category A and B packaging requirements.
  • Schedule #1 will remove ERAP requirements quantity for Risk Group 4 infectious substances and replace it with a list of organisms as identified in Special Provisions 84.
  • Section 12.6 and 12.7 – will be amended to reflect the changes made to Part 1 and 2.
