Canada - Paraguay Relations

Beginning of Diplomatic Relations

Canada and Paraguay have maintained diplomatic relations since 1961. The establishment of diplomatic relations with Paraguay reflected Canada's desire to strengthen and expand its ties throughout Latin America. Canada currently has an Honorary Consulate and a Canadian International Development Agency (CIDA) Cooperation Office in Asunción, while the Canadian Ambassador resides in Buenos Aires.

Key Issues

  • Political and Judicial Reform
    Nicanor Duarte Frutos won the 2003 Paraguayan presidential election - only the fourth held since the end of the Stroessner dictatorship in 1989. President Duarte was elected on a successful reform campaign to increase transparency and economic growth. Initial results include a renewal of the Supreme Court, more transparent rules for the selection and appointment of judges and improved fiscal accounts. The government has several ongoing priorities such as seeking Congressional approval on fiscal adjustment, undertaking an audit of all public companies, strengthening anti-corruption measures in all state institutions and reforming the public banking system. This ambitious schedule has been under strain for several months and the outcome is not yet certain.

  • Fighting Poverty
    One of President Duarte's priorities is reducing poverty, especially since the country remains one of the least affluent in Latin America and has made only minor gains since its transition to democracy in 1989. Despite government attempts, the dialogue between the government, peasant associations and large-scale landowners is tense. Blockades and intimidation tactics are common. President Duarte has criticized the non-constructive attitude of all parties, but has maintained an even hand throughout the process.
