APPOINTMENT OF PERMANENT REPRESENTATIVE OF CANADA ON COUNCIL OF INTERNATIONAL CIVIL AVIATION ORGANIZATION

APPOINTMENT OF PERMANENT REPRESENTATIVE OF CANADA ON COUNCIL OF INTERNATIONAL CIVIL AVIATION ORGANIZATION

John Manley, Minister of Foreign Affairs, and David Collenette, Minister of Transport, today announced the appointment of Lionel Alain Dupuis as the Permanent Representative of Canada on the Council of the International Civil Aviation Organization (ICAO), replacing Ghislaine Richard.

The ICAO was established in 1947 to promote international co-operation in civil aviation, including the development of legal instruments and technical standards to ensure the safe and orderly growth of air transportation throughout the world. One of the specialized agencies of the United Nations, the Organization has its headquarters in Montreal. A total of 187 countries are ICAO members.

BIOGRAPHICAL NOTE

Lionel Alain Dupuis was Counsellor and Alternate Representative at the Permanent Mission of Canada to the Organization of American States (OAS) in Washington, D.C., from 1994 to 1998. He was elected a Judge of the OAS Tribunal, a position he will hold until 2005. In 1998 he returned to Ottawa to become foreign affairs advisor to the Secretariat of Intergovernmental Affairs, Privy Council Office. Since July 2000, Mr. Dupuis has been Deputy Chief of Protocol and Director of Services to the Diplomatic Corps in the Department of Foreign Affairs and International Trade.

Born in Montreal, Mr. Dupuis is a graduate in constitutional and in air and space law from the Université de Montréal and McGill University. He has published several articles on air and space law.
