Media representatives are advised that Foreign Affairs Minister Bill Graham will deliver a speech on Monday, November 4, at the Parliamentarians for Global Action (PGA) Annual Forum in Ottawa. Mr. Graham will be available to meet with the media following the speech.

This year's event, from November 4 to 6, brings together more than 80 parliamentarians representing over 50 countries. The PGA will hold a Parliamentary Assembly for the International Criminal Court (ICC) and the Promotion of the Rule of Law, and a Special Session on the Responsibility of States to Protect. Canada has been a world leader in international efforts to create the ICC and within the International Commission on Intervention and State Sovereignty, which was designed to begin building a new global consensus reconciling state sovereignty with the protection of civilians from abuse and suffering.
