APPOINTMENTS TO THE BOARD OF DIRECTORS OF

THE INTERNATIONAL CENTRE FOR HUMAN RIGHTS

AND DEMOCRATIC DEVELOPMENT

Foreign Affairs Minister Lloyd Axworthy today announced the appointments of Harry W. Arthurs and Robert Pace to the Board of Directors of the International Centre for Human Rights and Democratic Development (ICHRDD).

The ICHRDD is an independent body established by an Act of Parliament in 1988. It provides persons and organizations in other countries with training, consultation and research services to promote the observance of human rights and the full participation of all citizens in the democratic process. The Centre's Board of Directors is made up of 13 members, including three from countries other than Canada. The Centre's President is Warren Allmand, QC, PC.

Biographical Notes

Harry W. Arthurs is a professor of law and political science, President Emeritus of York University and former Dean of Osgoode Hall Law School. Professor Arthurs previously served as a member of the Economic Council of Canada, a Bencher of the Law Society of Upper Canada (Ontario), President of the Canadian Civil Liberties Association and an Associate of the Canadian Institute for Advanced Research. He has chaired or served on many public, academic and professional bodies and labour tribunals, presided over the first national study of legal research and education in Canada, and led independent commissions of inquiry into the affairs of two Canadian universities.

His current research examines the responses of democratic institutions to the challenges of the new economy. Studies in this series include articles on Canadian and transnational labour market institutions, public administration, law firms, legal institutions and corporations. He has long-standing teaching and research experience in the fields of labour law, administrative law, legal pluralism, the sociology of law, the legal profession, legal education and legal history. He also speaks and writes on higher education policy and university governance.

Professor Arthurs is a graduate of the University of Toronto and Harvard Law School, and is a member of the Law Society of Upper Canada. He is also a member of the Royal Society of Canada, an Officer of the Order of Canada and a member of the Order of Ontario. He has received five honourary degrees.

Robert Pace is the President and Chief Executive Officer of Pace Group Ltd. Pace Group employs approximately 500 full-time staff and 150 part-time staff and owns several companies including Maritime Broadcasting Systems Ltd.

Mr. Pace received a Bachelor of Arts (1975), a Masters of Business Administration (1977) and a Bachelor of Laws (1980) from Dalhousie University. He was called to the Nova Scotia Bar in 1981. Mr. Pace's work and directorship history reflect his commitment to his community, conservation and preservation of the environment, workplace quality and equality, fiscal and fiduciary responsibility, and economic diversity and prosperity. His past directorships include Canadian National and Canadian Health Care Consulting Services Ltd.
