New ECL Numbering System
Why Change the Numbering System?
Cross-referencing Canada’s Export Control List (ECL) numbering
to other regimes and control lists can both time-consuming and labour-intensive.
We have therefore reconfigured the numbering system to correspond with
the numbering systems of other specific regimes and control lists including
the Wassenaar Arrangement, also used in certain domestic lists, such as
the U.S. Commerce Control List (CCL), and the European Union Control List.
The ultimate goal is to make cross-referencing a quick and easy task.
How does it Work?
Please refer to the example below explaining the differences between
the former numbering system and the new one.
Example:

– The group structure remains the same (unchanged) |
|
– A hyphen is added here separating the group and the category.
The number 0 has been eliminated. Instead of 06 for the 6th category,
it is now simply 6. |

– the number here has now changed to a corresponding letter
in alphabetical order (i.e. A=1, B=2, C=3 etc.) |
|
– These numbers and letters are to remain the same. |
These changes should allow for simpler cross-referencing between the
Canadian ECL and other regime lists.
Note: Please note groups 3 and 4 have changed dramatically.
As such, the above cross-referencing system is still being modified to
fit with these groups. In the meantime, please refer to group and category
headings to locate your goods using the new ECL.
I have an ECL number. How do I cross-reference this with the
Wassenaar Agreement Control List?
Example:

– Group 1 of ECL relates to the Wassenaar Dual
Use List. |

– Category numbers here are the same in the ECL as in Wassenaar |
|
– Designation letters are the same in the ECL as in Wassenaar. |
|
– Control numbers/letters are the same in ECL as in Wassenaar. |
I have a CCL number. How do I cross-reference this with the ECL
numbering system?
Example:

- ECL displays a group number (i.e. 1 = Wassenaar Dual-use)
while the CCL does not. Therefore, you must find the appropriate group
by heading (i.e. look for “Dual-use” goods in the CCL
instead of looking for number 1). |

- Category numbers such as these are the same in the ECL as in the
CCL. |
|
- Designation letters such as these are the same in the ECL as in
the CCL. |
|
- This number corresponds to reasons for good control under the
CCL. |
|
- Control numbers such as these are the same under the ECL as they
are under the CCL except that the CCL places a 0 in front of the first
single digits while the ECL does not. |
