The Office of the Chief Economist International Trade Canada

announces the annual competition for the

NORMAN ROBERTSON FELLOWSHIP 2005

The Fellowship will allow a scholar to spend a maximum of six months as, in effect, a staff member of the Office of the Chief Economist*. The award is intended to provide the Fellow with direct experience in government; at the same time the Fellow brings new, external perspectives to bear on the research and analysis conducted by the Office in support of International Trade Canada’s various activities.

Eligibility

The Fellowship is open to Canadian citizens who have completed an M.A., M.Phil. or Ph.D. within the past five years or are at an advanced stage of doctoral research. The competition is open to scholars in the disciplines of Economics, Political Economy and Political Science with an international focus.

Selection Criteria

Candidates will be judged on the basis of (i) their academic and professional qualifications, and (ii) the relevance of their research proposals. Candidates may be interviewed as part of the selection process. In the normal course, the work of the Fellow would be expected to provide a major input into one or more of the following:

• The annual Trade Policy Research publication (for examples of relevant research topics in past Trade Policy Research volumes, see http://www.international.gc.ca/eet/research/trade_reseach-en.asp).
• The annual reports on Canada’s State of Trade (typically, this would be an analytical “box” supported by a more detailed staff paper, addressing a topical issue in Canada’s trade and investment performance (for examples, see past volumes of the State of Trade series at http://www.international.gc.ca/eet/trade/state-of-trade-en.asp).
• The economic case underpinning Canada’s position in an active international trade dispute involving Canada on which the Office is providing analytical support. Possibilities in this area would be explored with candidates, based on the expected work program in this area.

Award

The Fellow will be awarded a stipend of $3500 per month, for a maximum of six months.

Application Information

The deadline for applications is July 1, 2005. Candidates should submit a detailed curriculum vitae, a complete set of transcripts, two letters of recommendation and a research proposal, and should indicate the number of months they would want to spend with the Office of the Chief Economist. The term of the Fellowship would normally begin in September and run approximately six months; alternative arrangements may be negotiated with the successful candidate.

*The Office of the Chief Economist reports and advises on international trade and economic issues, including global, regional and sectoral trends and developments; and undertakes trade and economic research and analysis in support of International Trade Canada’s various functions: trade and investment policy, including negotiation of international agreements; international business development; and trade litigation.
