Intergovernmental Action Plan (IGAP) for Simcoe, Barrie and Orillia

Since late 2004, the Province of Ontario, the County of Simcoe and the cities of Barrie and Orillia have been working together on an Intergovernmental Action Plan (IGAP) to address concerns about growth and environmental issues in the Simcoe County area. 

The purpose of the IGAP is to undertake comprehensive studies on local watersheds, infrastructure needs and how local governments can manage growth pressures.  The findings of these studies will help the IGAP partners make informed decisions about future land-use planning matters in the Simcoe County area.

Key intended outcomes are to:

  • Define the capacity of the Lake Simcoe and Nottawasaga River watersheds to accommodate growth;
  • Provide certainty about the availability of servicing capacity for approved development;
  • Define the Barrie area’s capacity for additional growth;
  • Determine the most effective, efficient and sustainable mechanisms for providing municipal government and coordinating services.

To achieve these outcomes, there are four principal IGAP studies:
