Management Consulting Services

  1. Background Information

    In 2001, there were close to 41, 000 management consulting service suppliers providing $6 billion worth of services to the Canadian market. Exports of management consulting services were estimated at $595 million, while imports were estimated at $454 million. Developments in the Canadian market tend to parallel those in the global market, and both are now rebounding after several years of low growth. Most of the major international consulting practices are represented in Canada. In addition to those large firms, Canada has a unique strength in its highly specialized sole practitioners and small and medium-sized niche practices. These practitioners bring significant experience to their assignments; experience gained in many of the larger international firms, as well as in the corporate, public and private sectors.

  2. Definition of Sector in the GATS

    The classification system that is used in the GATS by most WTO members, divides Management Consulting Services into the following seven categories:

    • General management consulting
    • Financial management consulting
    • Marketing management consulting
    • Human resources management consulting
    • Production management consulting
    • Public relation services, and
    • Agrology, agronomy and farm management consulting services

    Services related to management consulting include services such as:

    • Project management services other than for construction, and
    • Arbitration and conciliation services.

    Priority Markets

    Stakeholders in past consultations identified no priority markets.

    Market Access Barriers

    Stakeholders in past consultations highlighted no barriers specific to the sector. It is highly likely that, as for other sectors, barriers faced in trading partners markets would include:

    • Restrictions for the entry and stay of management consultants;
    • Lack of transparency;
    • Arbitrary application of regulation;
    • Arbitrary licensing requirements.
