Terms & Conditions of Employment

In a general sense, terms and conditions of employment describe the leaves, benefits, and salary provisions employees are entitled to.  There are a number of employment categories in the Yukon public service, several of which are governed by their own terms and conditions.

In this section of the website you will find terms and conditions for the major employment groups as well as the Yukon government pay schedules.  For the convenience of YEU and YTA members we have also included links to the websites for each of those organizations.

The following is a brief summary of the major employment groups in the Yukon government to help you determine which link is most appropriate for your inquiry.

YEU

Employees whose terms and conditions of employment are governed by the collective agreement with the Public Service Alliance of Canada, the YEU Collective Agreement, and who are represented by the Yukon Employees Union.  Auxiliary employees are also represented by the YEU and covered by this collective agreement.

YTA

Employees whose terms and conditions of employment are governed by the collective agreement with, and are represented by the Yukon Teachers Association, the YTA Collective Agreement.

Confidential Employees

Employees excluded from the bargaining unit by reason of confidential duties are governed by the GAM Policy 3.8 (PDF 21 KB ), Confidential and Managerial Employees.  By and large confidential employees have the same terms and conditions of employment as YEU members, excluding those conditions which deal with union membership.

Management Employees

Employees excluded from the bargaining unit by reason of managerial duties are governed by the GAM Policy 3.8 (PDF 21 KB ), Confidential and Managerial Employees and Section M, Conditions of Employment Management Plan.  Section M ( PDF 177 KB ) is the primary reference for terms and conditions for employees in the management, legal, and deputy minister groups.

Casual Employees

Casual employees are used in ad hoc situations to provide additional assistance for periods of no more than six months.  Casual employees are governed by the GAM Policy 3.7 (PDF 58 KB ), Casual Personnel Recruitment, Terms and Conditions, and Benefits.

Contract Employees

Contract employees are used in ad hoc situations when the work requirements are in excess of six months duration, where the work is of a contractual nature which includes an employer-employee relationship, and the employee works a minimum of thirty hours per week.  Contract employees are governed by the GAM Policy 3.41 (PDF 23 KB ), Contract Employees Terms and Conditions of Employment.

Emergency Fire Fighters

Emergency fire fighters are engaged for the specific purpose of providing additional support for emergency fire suppression. Emergency fire fighters are governed by the General Administration Manual Policy 3.58 (PDF 29 KB ), Emergency Fire Fighters Terms and Conditions.

Students

There are a number of student programs offered by the Yukon government.  A short description of the student job experience programs, as well as the terms and conditions of employment are described in the GAM Policy 3.60 (PDF 44 KB ), Job Experience Programs.  Information on the Students and Internship Program (i.e. GradCorps Yukon) can be found on the Employment Opportunities site.
