Forest Planning

Context:

The Yukon is approximately 470,000 km2 ha in size and about 270,000 km2 is forested.  Of the forested land base less than 30 per cent or 81,000 km2 has tree cover that is of species or size that might support timber harvesting activities.  There are limited roads in the Yukon and most areas of the territory are relatively pristine.

First Nations' cultural, spiritual, social and economic well being is dependant on a healthy forest ecosystem. This view has resulted in a management approach that reflects nature’s patterns. First Nations believe that forest management is not for the forest, but rather for peoples' use of the forest. Gathering of food and the exercise of cultural practices are important uses of the forest land in the Yukon.

Backcountry recreation and adventure tourism use currently makes up the most activity on forest land.  The values associated with recreation in backcountry settings are currently the most visible non-First Nation land use value represented in the forests of the Yukon. 

Small farms and mining account for the greatest level of industrial land use.  Oil and gas exploration in the south east and far north are expected to increase.  These activities generally result in reductions in total forested land.  Currently the forest industry is comprised of small operators who cut small volumes of timber for building materials, log homes and fuel wood.

The Yukon has made a commitment to manage the forest as a fully functioning forest ecosystem that benefits all living things, while providing environmental, economic, social and cultural benefits for present and future generations.  To accomplish this and ensure the full range of interests, sensitivities and uses are considered and accommodated in forest management plans; three stages of forest planning are usually required.  These are discussed below.

The majority of merchantable forests are located south of the 61st parallel, which is consistent with the higher populated regions of the Yukon.  Within this zone the majority of forest is located in the vicinity of Watson Lake.  The forest north of 61 become more influenced by cold soils, poor drainage and aggressive fire regimes. North of 61 the majority of productive soils occur along major rivers and south facing slopes.

The productivity of the forest in the Yukon has played a considerable role in the development of forest plans and industry.  For example, an estimated harvest level in the south Yukon could exceed 300 000 m3/year compared to 5000 m3/year in northern areas.  Due to the economies of scale small industry, operators are sensitive to increases in operating costs.  Therefore, planning regimes often change to accommodate small industry development.  The need for flexibility in planning to meet the diverse industry demands across the Yukon will be difficult to maintain as we move into a more regulated forest practices and legislative framework. 

Regardless of scale, the development logic in the following table consistently applies to forest management planning and related decision making in the Yukon.  

Planning Partners and Areas:

Strategic Forest Management Plans have been initiated in the regions of the territory which have industry potential. The Yukon Government is responsible for management of forest resources on public lands. However, often seek input and cooperation in building strategic plans from First Nation Governments.  The majority of First Nations have settled their land claim. Within these claims responsibilities for forest management have been given to YG, FN and Renewable Resource Councils.  Renewable Resource Councils (RRCs) are six person councils formed out of Final Agreements to provide community input into resource management and wildlife issues within the respective First Nation traditional territory.  Although RRCs are not given explicit roles in Forest Management Planning it has been very productive when RRCs are partnered with and assume the role of coordinating public input and facilitating public consultation.

In forest regions where the First Nation has not settled their Land Claim, the Yukon Government has developed joint planning tables with FN representatives and community members. The YG has two options for planning areas. 
1. Where the First Nation has settled their Land Claim they have been given resource rights and ownership to large sections of land. The Governments can complete a joint plan for both settlement and public lands.  Often this planning boundary would then be the traditional territory.
2. The Government could also choose to plan the public land portion; the planning area could then be the traditional territory, community boundary or forest management unit.

Planning Framework

Stage 1- Sustainable Forest Management Planning is a first and important step that sets out what issues and concerns, values and interests must be addressed as forest planning moves forward through subsequent stages to more integrated and detailed planning for forest resource development in the planning region.  It represents a set of directions, based on a general consensus between governments and people within the planning region.  That in turn will guide forest planners and managers with respect to how they should approach future resource development and subsequent planning.  It establishes the public benchmarks against which forest planning and management in the planning region should be evaluated in the years to come.

Stage 2 – Integrated Landscape Planning include the identification of broad areas available or not available for forest development and strategies for reducing or eliminating significant negative effects on other resources and values. A Timber Supply Analysis (TSA) is done at this time. TSA inputs such as forest inventory, growth and yield data, regeneration, and other forest management assumptions and design criteria, typically form the primary technical information used in the analysis. This is followed by a determination of the Annual Allowable Cut (AAC) for the planning region.

Stage 3 – Harvest Development Planning designs the general harvest activities consistent with the outcomes of landscape planning (e.g. main road location, harvest block location).

Stage 4 – Site Planning that field checks and engineers harvest block boundaries, landings, volumes and exact road locations, consistent with the higher level plans.

STAGE OF PLANNING CONTENTS PREPARED BY
1. Strategic Forest Management Planning: Regional Application
  • Statement of social, economic, environmental and cultural community values and related strategic directions.
  • General principles, goals and objectives for forest management in the planning region and strategic directions.
  • Delineates landscape areas (or planning areas) in the planning region.
  • Incorporates strategic directions from other plans affecting forest resources (e.g. wildlife management plans, etc.).
Forest management planning team in consultation with government agencies, the community and other affected public interests.
2. Integrated Landscape Planning: Watershed/ Planning Unit Application (50,000ha)
  • Comparative evaluations of resource and resource use assessments (e.g. fish and wildlife habitat, wildlife movement corridors, traditional camps, trapping, outfitting, agricultural, recreational and timber harvest areas, etc.).
  • Detailed technical analysis of the resources and resource values within the planning region.
  • Incorporation of other land and resource plans and guidelines (e.g. wildlife, habitat, special areas, agriculture, etc.).
  • Zoning of landscape units includes potential areas for forest development planning areas.
  • Consistent with Strategic Forest Management Plan.
  • Creation of the Timber Supply Analysis
  • Determination of the Annual Allowable Cut
Sometimes included in SFMP, without the TSA.  Prepared by YG with input from Territorial and federal government resource managers, technicians and planners and contracted technical assistance.
Consultation with Resource Councils, stakeholder groups and general public.
3. Harvest Development Planning: Sub-watershed/ Core- Zone Application (10,000ha)
  • Forest engineering to identify main access location and general harvest design.
  • Mitigation within identified timber harvest areas consistent with criteria and principles of landscape and strategic planning.
  • Location of proposed cutblocks with a harvest schedule and volumes.
  • Location and class of roads with stream crossings.
  • Strategies to address engineering development, riparian areas, wildlife areas, viewscapes, silviculture and protection issues and areas.
  • Strategies to address cultural values, traditional users, trappers, outfitters and other resources users.
  • Review and reporting criteria.
  • Previous harvesting history.
  • Consistent with Strategic Forest Management Plan and Integrated Landscape Plan.

Depending on the size and form of the permit or tenure: responsible federal, territorial agencies and/or permit or tenure holder in consultation with other forest users.

Plan review by public and Resource Councils.

4. Site Planning: Harvest Area Application (50 to 500ha)
  • Identifies specific proposed harvesting and operational design and activities for the coming year (e.g. exact road/landing/ harvest area location, refined volume estimates, equipment, stream crossing methods).
  • Description of project activities must be consistent with harvest development plan.
  • Plan is used by regulators to set terms and conditions of individual permits and for compliance and enforcement purposes.

Operator or client in consultation with territorial  forest managers and regulators.

Plan monitoring and review by  YG forest managers.
