Labour Market Development AgreementOn January 24, 1998, the Government of Canada and the Government of Yukon signed a Labour Market Development Agreement (LMDA) to co-manage the design and management of employment programs and services. The agreement partners are Human Resource Development Canada (HRDC), Yukon Advanced Education and Yukon Health and Social Services. It should be noted that the Aboriginal Human Resource Development Agreements, which have been negotiated between HRDC and the Aboriginal Labour Force Alliance and the Council for Yukon First Nations, are separate from this agreement. A Joint Management Committee has been created to oversee the implementation of the LMDA. The Committee is co-chaired by Canada and Yukon. It is responsible for ensuring implementation, annual reporting and forming sub-committees as required. The purpose of the agreement is to:
The agreement provides for the Yukon to assume a greater role in the design of active employment measures. Two examples are Yukon's Older Worker Initiative and the Youth Internship Program. The LMDA also promotes partnership and co-operation with other labour market partners such as employers, workers and community-based organizations. The LMDA took effect in 1998 and will remain in force for an indefinite period. A full review of the agreement is being undertaken during 2002 to determine if mutually desired results are being achieved. Related Links |
