CARBON STEEL
Carbon steel products including semi-finished products (ingots, blooms, billets, slabs and sheet bars), plate, sheets and strip, wire rods, wire and wire products, railway-type products, bars, structural shapes and units, pipe and tubes, but excluding the specialty steel products referred to in item 81 of the Import Control List and described hereunder.
SPECIALTY STEEL
Specialty steel products: stainless flat-rolled products (sheet, strip and plate), stainless steel bar, stainless steel pipe and tube, stainless steel wire and wire products, allow tool steel, mold steel and high-speed steel.

The first six (6) digits of the codes for carbon steel and specialty steel are in agreement with the international Harmonized System nomenclature.

The first 10 digits of the code are an exact match to the current Harmonized-System-based Canadian import classification at the 10-digit level used for customs and statistical purposes.

The last four digits are always zero in the codes used for steel.

The steel import surveillance programme covers the following range of Harmonized System items:
7206 - 7317 except 7303, 7307, 7309-11, 7314-16
