Canadian Embassy sponsors emergency
first responder training seminar

The Embassy of Canada recently concluded an emergency response training seminar in collaboration with the Emergency Management Institute of the Philippines (EMIP) of the National Defense College of the Philippines (NDCP).

The 4-day Chemical, Biological, Radiological and Nuclear (CBRN) International First Responder Training Program held at Camp Aguinaldo, Quezon City was designed to augment the CBRN capability and capacity of first responder communities in the Philippines to competently respond to terrorist incidents involving CBRN materials. The training program is aimed at first responders such as firefighters, bomb technicians, medical personnel, forensic ID personnel, and police officers. Training was accompanied by competency test factors and focused on mass casualty responses, CBRN decontamination, personal protective equipment, scene analysis, and dissemination devices.

The development of this training program was a result of the needs assessment and knowledge transfer training mission conducted by the Defence Research and Development Canada (DRDC) in 2005. The training was conducted by experts from the DRDC/Counter-Terrorism Technology Centre (CTTC) and the Canadian Nuclear Safety Commission (CNSC).

Participants who attended were from the Armed Forces of the Philippines, Philippine National Police, Bureau of Fire Protection, National Bureau of Investigation, Philippine Coast Guard, Department of Health, Office of Civil Defense, Department of Environment and Natural Resources, Metropolitan Manila Development Authority, Philippine Nuclear Research Institute, UP-Philippine General Hospital, and Department of Agriculture.
