  • 2002 FTAA Ministerial Meeting
    The Government of Ecuador will host the seventh FTAA Ministerial Meeting in Quito on November 1, 2002. Trade Ministers from the 34 FTAA member countries will meet to review the progress achieved to date and to give guidance to negotiators for the final phase of the negotiations. The Ministerial meeting will be preceded by the twelfth meeting of the FTAA Trade Negotiation Committee (TNC), which will take place on October 28-31, 2002, also in Quito. Other events are being held in Quito in parallel with the official meetings.
  • Free Trade Area of the Americas (FTAA)
    Draft Table of Contents

    At the Buenos Aires Ministerial Meeting, Ministers mandated the Technical Committee on Institutional Issues (TCI), to "draft a proposal for an overall architecture of an FTAA Agreement...". The purpose of this proposal is to serve as a Table of Contents for the draft text of the Agreement to be presented to Ministers in Quito in November. The proposal identifies articles for inclusion in the FTAA Agreement, and aims to contribute to the development of the overall architecture of the agreement. Canada reserves the right to propose changes to this outline, and to make different proposals, during the course of negotiations.

    The share of Canada's economy devoted to services is on the rise. In 1961, services accounted for 55 percent of Canada's gross domestic product (GDP). In 2002, this figure was just over 68 percent. The percentage of workers employed in services is also on the rise. Between 1961 and 2000, the services share of total employment increased from just over 54 percent to 74 percent.

"Non-agricultural products" refers to the full range of "industrial" goods, including forest and fisheries products.     Market Access Phase of the GATS Negotiations

    The Government of Canada released a description of the requests for market access it is asking other WTO countries to make in ongoing services negotiations. The announcement is part of a continued effort to keep Canadians informed on the progress of trade negotiations. To this end, in April 2003 Canada will also make public the initial offer that will be presented to WTO Members in the services negotiations.

    The report follows on Canada's decision to match Brazil's proposed unfair financing to Air Wisconsin for the purchase of regional jets. "The WTO final report confirms that Canada's export financing programs meet our international obligations", said Mr. Pettigrew.
