FILING
 

 

 
File electronically via Epass by attaching the application to the Cover Page, which is available on our web site under "File, Register and Epass."  Epass allows secure transmissions to the Commission and also authenticates your identity. A signature is not required when using Epass. For more information, see Broadcasting Circular CRTC 2005-466, Electronic filing of applications.
 
 
 

 
When filing your application, please ensure that the file names of the documents attached to your application form reflect the ascending order in which they should appear on the public file and that each file name includes a brief description of the document content. For example, "Doc1-brief description of document"; "Doc2-brief description of document", and so forth. This will ensure that the application and all related documents are presented in the correct order once they are made available for public viewing.

INSTRUCTIONS
 

 

 
The following questionnaire is in HTML format and may be downloaded to the word processing software of your choice.  This enables you to complete the downloaded questionnaire by inserting your response in bold letters immediately following the question.  You may add lines to the tables if necessary but do not alter or delete any text from the questionnaire.
 

 

 
The Application Brief, filed electronically or otherwise, must be divided into sections, and include the numbered questions, as set out in the questionnaire, each followed by the corresponding response.  Responses must be provided, at a minimum, in a size 10 font.
 

 

 
The Commission may return the application if it has not been duly completed or if the required technical documentation has not been filed with Industry Canada.  The onus will be on applicants to submit a clear application that provides all of the relevant information, identifies all regulatory issues raised in the application and provides supporting documentation.

The onus is on the applicant to request confidentiality for the information or material and to clearly demonstrate that the public interest will best be served by treating the information as confidential.  For further information, refer to Circular No. 429 dated 19 August 1998.
 

 

 
Applicants must ensure that documents that they request be treated as confidential are submitted in a separate electronic file and must incorporate confidential in the name of the file. It is incumbent upon applicants to clearly identify the confidential documents by indicating confidential on each page and, in such cases, to file an abridged version of the document for the public file.

1.7 IT IS MANDATORY that you file a Supplementary Brief (no more than five pages) identified as Appendix 1, ensuring that you, at a minimum:
  Provide the rationale for the proposed amendment(s), including reference to any relevant regulations and Commission policies.
  Provide supporting evidence or reasons why this amendment(s) should be approved.
  In cases where the applicant is proposing an exception to any regulations or Commission policies, provide details, rationale and any other information relevant to such proposal to explain why the proposed exception is warranted in the circumstances.
 
  In Broadcasting Circular CRTC 2006-1, the Commission stated that it would not generally be disposed to review, on an expedited basis, applications for licence amendments that are received within two years following the implementation of a new service or the date of a Commission decision relating to an amendment concerning the same or a similar case.  Indicate how long the undertaking has been operating under the existing requirement(s).  If less than 24 months, explain why this amendment(s) is required.
 
  Where the proposed amendment is to modify or improve the signal coverage within the authorized contours of an undertaking by increasing the power, changing the antenna height, changing transmitting site location, adding a transmitter, or a combination thereof, provide a map showing the realistic Grade A and Grade B contours of the undertaking by using an accepted engineering tool such as the CRC's PREDICT software program in order to clearly demonstrate why you are currently unable to provide adequate service to the community you are licensed to serve with the current technical parameters.
