Good morning ladies and gentlemen and welcome to this public hearing.

My name is Charles Dalfen, and I am the Chairman of the CRTC. I will be presiding over this hearing. Joining me on the panel are my colleagues, Michel Arpin, Vice-Chair of Broadcasting, and Richard French, Vice-Chair of Telecommunications.

The Commission team assisting us includes Radio Manager, Lyne Cape, who is also acting as Hearing Manager; Valérie Lagacé, Legal Counsel; and Chantal Boulet, Hearing Secretary. Please speak with Ms. Boulet if you have any questions with regard to hearing procedures.

Application by Radio Nord Communications

At this hearing, we will first be examining an application presented by Radio Nord Communications for a licence of a French-language FM commercial radio station in Québec City, using the 98.1 MHz frequency, in order to continue operating the CHOI-FM radio station.

Of particular note is that the applicant proposes to pay $1,056,000 over the first seven years of operating the station for initiatives aimed at developing Canadian talent. In addition, Genex Communications committed to contributing an equivalent amount to the development of Canadian talent.

Application by MX Média Inc.

We will then review an application by MX Média Inc. to obtain a licence to operate a French-language commercial FM radio station in Salaberry-de-Valleyfield, on the frequency 106.5 MHz. The applicant is proposing a pop-rock and country musical programming.
