SpeechReview of price cap frameworkOpening remarks by Richard French Vice-Chairman of Telecommunications, at the Public Consultation in Gatineau, Quebec Gatineau, Quebec October 10, 2006 (CHECK AGAINST DELIVERY) Order, please. Good morning ladies and gentlemen and welcome to this public hearing. My name is Richard French. I am the Vice-Chairman of Telecommunications for the Commission and I will be chairing this public hearing. Before I begin, I would like to say that we are happy to be here and have this opportunity to hear your views on very important telecommunication issues. With me on the panel: on my left, Helen del Val, Commissioner for British Columbia and the Yukon, on my far left Stuart Langford, National Commissioner; on my immediate right, Elizabeth Duncan, Commissioner for the Atlantic Region; on my far right, Andrée Noel, Commissioner for Quebec. We have a number of Commission staff here as well. At the front table on my left are our Hearing Secretary Marielle Giroux-Girard, Staff Team Leader Bob Noakes, and Legal Counsel, Stephen Millington and Rachelle Frenette. In Telecom Public Notice CRTC 2006-5 Review of price cap framework, the Commission initiated this proceeding to establish the price cap regime that will go into effect in 2007, in the operating territories of Aliant Telecom Inc., Bell Canada, MTS Allstream Inc., Saskatchewan Telecommunications, and TELUS Communications Company. In this hearing we will be considering a number of important issues including the objectives of the new price cap regime, basket structure, basket constraints, components of the price cap, rate deaveraging within a band and the continuing need for a deferral account. The scope of this proceeding is delineated by Public Notice 2006-5. In this regard, I note that in a letter addressed to all parties dated 6 October 2006 the Commission determined that some submissions made by parties were not within the scope of this proceeding. With respect to final oral argument, we will allow parties to provide their comments by teleconference. I would ask that you register your intention to do so with the Hearing Secretary who will provide you with the procedure to participate by telephone. We thank you for taking the time out of your busy day to be with us here today. I would like to assure you that your submissions are important and will be taken into consideration when the decision is made. We look forward to what promises to be a very interesting and informative hearing.
