Registration as a Competitive Pay Telephone Service Provider (CPTSP)

What is a CPTSP?

A Competitive Pay Telephone Service Provider (CPTSP) is a company other than an Incumbent Local Exchange Carrier (ILEC) that provides pay telephones at customer locations. An ILEC is only required to register as a CPTSP if it provides pay telephones outside of the territory in which it formerly operated as a monopoly. The registration requirement originates in Local Pay Telephone Competition, Telecom Decision CRTC 98-8, 30 June 1998 (Decision 98-8). CPTSPs are assigned the file number CRTC 8180-C12-09/99.

How to register as a CPTSP

According to the Entry Procedures established by the Commission in Decision 98-8, new entrants must conform to the following registration procedures:

  1. the CPTSP must attest in writing that it understands and will conform to the obligations and consumer safeguards set out in Decision 98-8;
  2. the CPTSP must provide the name of the carrier supplying the access lines;
  3. the CPTSP must provide serving area maps to the Commission and make such serving area maps available upon request at their business offices; and
  4. the CPTSP must provide details as to how it proposes to deal with consumer complaints.

Please address your letter requesting registration to: Diane Rhéaume, Secretary General, Canadian Radio-television and Telecommunications Commission, Ottawa, Ontario K1A 0N2, or electronically by using our electronic form. Include the company’s name, address, the name and title of a contact person, contact telephone and fax numbers, as well as a contact e-mail address in the cover letter.

How will I know I have been registered with the CRTC?

Once the staff at the Commission has processed your registration, a confirmation letter will be sent to you by e-mail or by fax. The Tuesday following the receipt of your request to register, you should be able to view your name on our CPTSP list posted on our web site at www.crtc.gc.ca under Industry at a Glance.

Contribution

In Changes to the contribution regime, Telecom Decision CRTC 2000-745, 30 November 2000, the Commission concluded that all telecommunications service providers, such as incumbent local exchange carriers (ILECs), alternate providers of long distance services (APLDS), competitive local exchange carriers (CLECs), resellers, wireless service providers (WSPs), international licensees, satellite service providers, Internet service providers (if a telecommunications service is provided), payphone providers, data and private line service providers were required to contribute to a national contribution fund to subsidize local residential telephone service in rural and remote areas. Their contributions are based upon their total Canadian Telecommunications Service Revenues (CTSR), less certain deductions. CTSR are revenues from Canadian telecommunications services.

What if I need to make any changes to my registration information?

The registration information is to be kept current at all times. You must notify the Commission of any changes including the company’s name, address, the name and title of a contact person and that person’s telephone and fax numbers, and e-mail address in the cover letter.
