Fact sheetRegistration as a Non-Dominant CarrierWhat is a non-dominant carrier?A non-dominant carrier is a service provider other than Incumbent Local Exchange Carriers, who provide the services that are subject to Forbearance – Services Provided by Non-dominant Canadian Carriers, Telecom Decision CRTC 95-19, 8 September 1995 (Decision 95-19). Non-dominant carriers are identified with file number CRTC 8180-C12-04/99. How to register as a non-dominant carriera) Registration letterAs described in Part D of Decision 95-19, when registering, non-dominant carriers are to specify the categories of service that they provide, including those services subject to forbearance pursuant to Decision 95-19 (for example, basic toll, discount toll, 800 service, competitive network services, basic local service). They are also to provide the company’s name and address, the name and title of a contact person, contact telephone and fax numbers, as well as a contact e-mail address. For an example of a registration letter, please see Appendix A. b) Ownership report and AffidavitWhen you register as a non-dominant carrier, you are also required to provide an ownership report as well as an Affidavit. For an example of an ownership report, please see Appendix B. For more information on registration, please see the Canadian Telecommunications Common Carrier Ownership & Control Regulations, found in the Statutes and Regulations. How will I know I have been registered with the CRTC?Once the staff at the Commission has processed your registration, a confirmation letter will be sent to you by e-mail or by fax. Shortly thereafter, you should be able to view your name on our non-dominant list posted on our web site at www.crtc.gc.ca under Industries at a Glance. This confirms your registration. Annual updatesIt should be noted that each non-dominant carrier is required to submit an updated ownership report to the Commission annually. ContributionIn Changes to the contribution regime, Telecom Decision CRTC 2000-745, 30 November 2000, the Commission concluded that all telecommunications service providers, such as incumbent local exchange carriers (ILECs), alternate providers of long distance services (APLDS), competitive local exchange carriers (CLECs), resellers, wireless service providers (WSPs), international licensees, satellite service providers, Internet service providers (if a telecommunications service is provided), payphone providers, data and private line service providers were required to contribute to a national contribution fund to subsidize local residential telephone service in rural and remote areas. Their contributions are based upon their total Canadian Telecommunications Service Revenues (CTSR), less certain deductions. CTSR are revenues from Canadian telecommunications services. For reporting instructions and the annual revenue form, please refer to our web site at www.crtc.gc.ca. What if I need to make any changes to my registration?Non-dominant carriers must notify the Commission and the ILEC in the area where they are providing the service immediately, should they begin to provide or cease to provide any category of service. The information must be kept current at all times.
