What is a Reseller of Telecommunications Services?

A reseller of telecommunications services is a service provider or a company engaged in the subsequent sale or lease on a commercial basis, with or without adding value, of a telecommunications service provided by a Canadian carrier on a wholesale basis. The registration requirement originates in Competition in the provision of public long distance voice telephone services and related resale and sharing issues, Telecom Decision CRTC 92-12, 12 September 1992 (Decision 92-12). Resellers of telecommunications services are assigned the file number CRTC 8180-C12-05/90.

What is a Reseller of High Speed Retail Internet Service?

As indicated in Application concerning access by Internet service providers to incumbent cable carriers' telecommunications facilities, Telecom Decision CRTC 99-11, 14 September 1999 (Decision 99-11), a reseller of High Speed Retail Internet Service means a service provider engaged in the resale of retail Internet Services. Cable carriers are cable distribution undertakings that also provide telecommunications services using the same facilities that they use to provide cable service. Decision 99-11 requires cable carriers to make their high speed retail internet services available for resale at a 25% discount from the lowest retail rates they charge for their retail high speed internet services in their respective servicing areas during any one month. Resellers of High Speed Retail Internet Service are assigned the file number CRTC 8180-C12-06/99.

How to register as a Reseller

Send a letter requesting registration to the Commission addressed to: Diane Rhéaume, Secretary General, Canadian Radio-television and Telecommunications Commission, Ottawa, Ontario K1A 0N2, or electronically by using our electronic form.

Include the services to be offered and in what locations, the company’s name and address, the name and title of a contact person, contact telephone and fax numbers as well as the contact’s e-mail address in the cover letter.

When you register as a Reseller, you are also required to provide a copy of your request for registration to the company whose services you plan to resell.

How will I know I have been registered with the CRTC?

Within two working days of the receipt of your request to register, the staff at the Commission will send you a confirmation note that the request was received. By the following Friday, you should be able to view your name on our Resellers list or Resellers of High Speed Retail Internet Service list posted on our web site at www.crtc.gc.ca under Industries at a Glance. This confirms your registration.

If I register as a Reseller, do I need to start filing tariffs?

Resellers are not required to file tariffs for Commission approval.

Contribution

In Changes to the contribution regime, Telecom Decision CRTC 2000-745, 30 November 2000, the Commission concluded that all telecommunications service providers, such as incumbent local exchange carriers (ILECs), alternate providers of long distance services (APLDS), competitive local exchange carriers (CLECs), resellers, wireless service providers (WSPs), international licensees, satellite service providers, Internet service providers (if a telecommunications service is provided), payphone providers, data and private line service providers were required to contribute to a national contribution fund to subsidize local residential telephone service in rural and remote areas. Their contributions are based upon their total Canadian Telecommunications Service Revenues (CTSR), less certain deductions. CTSR are revenues from Canadian telecommunications services.

What if I need to make any changes to my registration?

Resellers must notify the Commission and any telephone company whose service the reseller is reselling immediately upon beginning or ceasing to resell any telecommunications services. The information is to be kept current at all times. Resellers must notify the Commission of any changes including the company’s name, address, the name and title of a contact person and that person’s telephone and fax numbers, and e-mail address in the cover letter to: Diane Rhéaume, Secretary General, Canadian Radio-television and Telecommunications Commission, Ottawa, Ontario K1A 0N2, or by using our electronic form.
