CRTC emphasizes importance of winback rules in local phone markets

Broadcasting Notice of Public Hearing:

2002-12-1 Further to its Broadcasting Notice of Public Hearing CRTC 2002-12 dated 10 October 2002 relating to a Public Hearing on 2 December 2002 at 9:30 a.m., at the Conference Centre, Portage IV, 140 Promenade du Portage, Gatineau, Quebec, the Commission announces the following: at the parties request, the public hearing is adjourned to a future date, not earlier than January 13, 2003 and no later than January 15, 2003.

Telecom Decisions:

2002-72 Aliant Telecom Inc., Bell Canada, MTS Communications Inc. and Saskatchewan Telecommunications – Application to review and vary Order 2001-772. The Commission approves on a final basis an application by Aliant Telecom Inc., Bell Canada, MTS Communications Inc. and Saskatchewan Telecommunications (SaskTel) to review and vary Zero-dialed access to emergency service providers, Order CRTC 2001-772, 19 October 2001. Reference: 8662-B20-02/02.

2002-73 Call-Net Enterprises Inc. v. Bell Canada – Compliance with winback rules. The Commission finds that Bell Canada is in violation of the Commission's winback rules. The Commission directs Bell Canada to: (1) cease and desist from violating the winback rules; (2) develop internal procedures to ensure that it complies with the winback rules from the time that a local service provider submits a local service request; and (3) report to the Commission within 60 days on the internal procedures it has put in place to ensure and track compliance with the winback rules. Reference: 8622-C25-16/02.

2002-74 Call-Net Enterprises Inc. v. Bell Canada and Bell Nexxia – Alleged discrimination in Bell Canada's winback campaigns. The Commission denies Call-Net Enterprises Inc.'s request for an order directing Bell Canada and Bell Nexxia to cease and desist from informing resellers that, if they chose Bell Nexxia as their wholesale service provider, Bell Canada would not target their toll and toll-free customer bases in its winback activities. Reference: 8622-C25-13/01.
