NEWS RELEASE:

CRTC looks to extend telemarketing rules throughout Canada

INFORMATION:

Factual information relating to Order in Council P.C. 2000-511 -- To assist interested parties in the preparation of their comments, in response to Public Notice CRTC 2000-74, the Commission has placed information, concerning knowledge of the French-language in communities outside Quebec, on the public examination file and the Commission's website.

DECISIONS:

2000-212 New depreciation directives established for most independent telephone companies. Effective immediately, the majority of independent telephone companies will benefit from new streamlined and standardized depreciation filing procedures. Current depreciation directives will continue to be used by Québec-Téléphone, Télébec ltée, The Corporation of the City of Thunder Bay-Telephone Division and Northern Telephone Limited. 2000-213 Shaw Communications Inc., l’ensemble du Canada. APPROUVÉ - Demande de Shaw Communications Inc. (Shaw) suivant laquelle la société fera l’acquisition du contrôle effectif de Les Communications par satellite canadien inc. (Cancom).

2000-214 CKMO Radio Society, Victoria (Colombie-Britannique). APPROUVÉ – Demande en vue de remplacer la station CKMO-FM Victoria par une nouvelle entreprise de programmation de radio AM de campus d’enseignement de langue anglaise. La licence expirera le 31 août 2006.

2000-215 Rogers Broadcasting Limited, Victoria (Colombie-Britannique). APPROUVÉ - Demande en vue de remplacer la station AM CJVI Victoria par une nouvelle station FM de langue anglaise. La licence expirera le 31 août 2006.

2000-90 Bragg Communications Incorporated (known as EastLink Cable Systems), Collingwood, etc., Nova Scotia; K-Right Communications Limited (known as EastLink Cable Systems), New Glasgow, etc., Nova Scotia; and Bay Communications Incorporated (known as EastLink Cable Systems), New Ross, etc., Nova Scotia. Addition of a condition of licence that would allow the licensee, at its option, to insert promotional material as a substitute for the "local availabilities" (i.e. non-Canadian advertising material) of non-Canadian satellite services. Deadline for intervention: 4 August 2000

2000-91 Soliciting comments to extend telemarketing restrictions across Canada. Reference: 8665-C12-09/00.

2000-92 Regulatory amendments to implement the Ethnic Broadcasting Policy and new television content categories.

2000-93 Regulatory amendments to implement certain aspects of the revised policies for campus and community radio, and incorporate revised content categories for radio.

2000-74-1 Extension of deadline for the submission of comments with regard to Public Notice CRTC 2000-74. The Commission hereby extends to 31 August 2000 the deadline for submission of comments.

2000-75-1 Telecommunications fees - Correction to Public Notice CRTC 2000-75 dated 31 May 2000.

ORDERS:

2000-611 NBTel TN 843. The Commission approves NBTel’s request to extend to 31 August 2000, the promotion which waives the applicable service charges for a four-month period for customers who convert from Hyperstream service to digital broadband service (DBS) - end to end frame relay, and customers who upgrade from one speed of DBS - end to end frame relay to a higher speed. Eff. Date = 1.07.2000.

2000-612 Bell Canada on behalf of and with the concurrence of TCBC, Island Tel, MTS, MTT, NBTel, NewTel and TCI. Reference: TN 726, 8340-B20-0523/00 and 8340-B20-0524/00. The Commission approves on an interim basis Bell Canada's request to introduce a promotion which waives the service charge associated with new subsequent value programs from 3 July 2000 to 30 September 2000. It also approves on an interim basis revisions to the Advantage 900 Service Provider Agreement and to the Advantage 900 Accounts Receivable Management Agreement.

2000-613 TCI TN 236. The Commission approves TCI's request to revise the contribution charge provisions to reflect the Commission's determination in its letter decision dated 17 December 1999, and to make housekeeping changes. Eff. Date = 4.07.2000.

2000-614 TCBC TN 4076. The Commission approves TCBC's request to provide a point-to-point intra-exchange OC-3 access facility to a customer. Eff. Date = 4.07.2000.

2000-615 Bell Canada on behalf of and with the concurrence of Island Tel, MTT, NBTel and NewTel. TN 725. The Commission approves Bell Canada's request to extend to 31 August 2000, the promotion which waives the applicable service charges for a four-month period for customers who convert from Hyperstream service to frame relay service. It also pertains to customers who are currently subscribing to frame relay service and require an upgrade to digital network access. Eff. Date = 1.07.2000.

2000-616 Bell Canada TN 719 and Télébec ltée TN 242. The Commission approves, with conditions, rate increases for selected Megastream components and changes to the service charges associated with circuit terminations.
