The Commission determines the amount of money that Aliant Telecom Inc.,
Bell Canada, MTS Communications Inc. and TELUS Communications Inc. must
transfer into the deferral account as financial adjustments for (i) the
reduction to the contribution revenue-percent charge, and (ii) the one-time
start-up costs associated with local competition and local number portability
