Broadcasting Decisions:

2004-432 Canadian Broadcasting Corporation, Sainte-Famille, Quebec. APPROVED – Decrease of the average effective radiated power from 4,400 watts to 3,150 watts and an increase of the antenna height of the transmitter CBVT Québec.

2004-433 Astral Media Radio inc., Gatineau, Quebec. APPROVED – Extension of time limit to commence the operation of the transitional digital radio undertakings, until 31 August 2005.

2004-434 Standard Radio Inc., Montréal and Laval, Quebec. APPROVED – Extension of time limit to commence the operation of the transitional digital radio programming undertakings, until 31 August 2005.

2004-435 CaKBS-TV Inc., across Canada. APPROVED – Extension of time limit to commence the operation of the Category 2 specialty programming undertaking, until 11 September 2005.

2004-436 9022-6242 Québec inc., Baie-Comeau and Forestville, Quebec. APPROVED – New FM transmitter in Forestville to replace its AM rebroadcasting station CFRP.

2004-437 Radio Essipit Haute Côte-Nord, Les Escoumins and Forestville, Quebec. APPROVED – New transmitter in Forestville for the radio programming undertaking CHME-FM Les Escoumins.

Telecom Decision:

2004-64 Northwestel Inc. – Supplemental funding requirement for 2003. The Commission extends the roll-out period of Northwestel Inc.'s (Northwestel) service improvement plan to 2005, and finds that the company's proposed capital plan of $159.3 million for 2003 to 2006 is reasonable. As a result of its determinations in this Decision, the Commission approves, on a final basis, supplemental funding for Northwestel in the amount of $8.9 million for 2003. The Commission initiates a follow-up proceeding to determine a repayment schedule for remitting to the Central Fund Administrator the excess 2003 funding. The Commission also approves a revised interim 2004 supplemental funding amount of $8.9 million for the company. Reference: 8695-C12-200307414. [.pdf]

Broadcasting Notice of Public Hearing:

2004-9 The Commission will hold a public hearing commencing on 29 November 2004 at 9:00 a.m., at the Commission Headquarters, 1 Promenade du Portage, Gatineau, Quebec, to consider various broadcasting applications. The deadline for submission of interventions/comments is 5 November 2004.

Telecom Orders:

2004-328 The Commission approves with changes an application by Northwestel Inc., dated 21 August 2003, to grandfather the Adjacent Company schedule of Rates, related to Inter-city Mileage for analog circuits between the company's territory and TELUS Communications Inc.'s territory. Reference: TN 793. Eff. date = 30.09.04.

2004-329 The Commission approves with changes an application by TELUS Communications Inc. dated 19 August 2003, and amended on 5 March, 4 May, and 6 May 2004, to introduce its General Tariff item 522, Analogue private line service, and amalgamate several items into this tariff. Reference: TNs 117, 117A, 117B, and 117C. Eff. date = 30.09.04.

2004-330 The Commission approves with changes an application by Northwestel Inc., dated 31 January 2003 and amended on 18 March 2003 and 19 February 2004, in order to introduce CCS7 signalling interconnection service. Reference: TNs 783, 783A and 783B. Eff. date = 30.09.04.
