Telecom Decision:

2003-82 The Commission considers that the provisions of the Telecommunications Act, including section 43, do not contemplate that the Commission could issue a broad direction requiring parties to bring all existing municipal access arrangements (MAAs) into conformity with a set of guidelines similar to those articulated in Decision CRTC 2001-23. The Commission is prepared to consider applications from Canadian carriers seeking to establish that municipal consent was not obtained on terms acceptable to the carrier with the onus on the Canadian carrier applying to the Commission to establish that the signed MAA does not represent proof that the Canadian carrier has obtained, on terms acceptable to it, the consent of the municipality to construct a transmission line. Telecom Orders:

2003-488 The Commission approves an application by TELUS Communications (Québec) Inc. (TELUS Québec), dated 12 March 2003, to introduce Integrated Services Digital Network Service - Primary Rate Interface. The Commission denies TELUS Québec's request to ratify charging for this service prior to the date of approval of this application. Reference: TN 342. Eff. date = 04.12.03.

2003-489 The Commission approves an application by TELUS Communications (Québec) Inc. (TELUS Québec), dated 12 March 2003, to introduce Optical Carrier-3 and Optical Carrier-12 Digital Network Access (DNA) services and to introduce 2 year and 4-year contract rate options to its existing Digital Signal-3 DNA service. The Commission denies TELUS Québec's request to ratify charging for this service prior to the date of approval of this application. Reference: TN 343. Eff. date = 04.12.03.

2003-490 The Commission approves an application by TELUS Communications (Québec) Inc. (TELUS Québec), dated 12 March 2003, to introduce Internet Service Provider Link Service to its Special Facilities Tariff. The Commission denies TELUS Québec's request to ratify charging for this service prior to the date of approval of this application. Reference: TN 344. Eff. date = 04.12.03.

2003-491 The Commission approves, with a modification, the introduction of an employee discount plan to be offered to employees and pensioners of selected Bell Canada and BCE Inc. affiliates. Bell Canada is to include in the tariff the specific services to which the discount will apply in all cases. Bell Canada filed the application on 2 October 2003. Reference: TN 6771. 2003-492 The Commission approves an application by TELUS Communications (Québec) Inc., dated 29 October 2003, to reflect the appropriate definitions for incumbent local exchange carrier affiliates and customer affiliates. Reference: TN 363. Eff. date = 05.12.03.

2003-493 The Commission approves an application by Le Téléphone de St Éphrem inc., dated 30 October 2003, to modify the interest rate paid on customer deposits to a rate pegged to the monthly rate of savings account of La Fédération des Caisses Desjardins du Québec.
