CRTC undertakes review of winback
promotions by incumbent telephone
companies

Commission approves an application by TELUS Communications Inc. (TCI),
dated 6 November 2002 and amended on 9 December 2002, to migrate the
TELUS Communications (B.C.) Inc. Special Assembly Tariff to the TCI

Commission approves an application by Bell Canada, dated 7 November
2002 and amended on 4 December 2002, in order to introduce item B94(a),
DMS translations for a Multilocation Business Group (MBG) to provide for
DMS translations in two DMS switches in Montréal, Quebec required to
establish an MBG feature for a Centrex customer.

Eff. Date = 15.01.15 2003-27 The
Commission approves Téléphone Guèvremont inc.'s final 2001
Carrier Access Tariff which consists of a contribution rate of $0.00
per minute and a direct toll rate of $0.0132 per minute and final
2001 Network Access Tariff of $11.9581 per quarter mile.

Telecom Public Notice:
2003-1 Review of
winback promotions. The Commission invites parties to comment on the
appropriateness of continuing to approve the incumbent local exchange
carriers (ILEC) winback promotions and other ILEC promotions that have the
effect of targeting customers of competitors in the local wireline market,
whether or not these promotions meet the imputation test. Parties may also
comment on any other aspect of the current regulatory framework for ILEC
promotions in the local wireline market, such as whether it is appropriate
to change the existing approach to determining whether or not a promotion
is of limited duration. The Commission will suspend consideration of
applications for winback promotions and other promotions that have the
effect of targeting customers of competitors in the local wireline market
until a decision is issued on the matters raised in this Public Notice.
