News Release:

CRTC decision on quality of service for retail telephone customers

Telecom Decisions:

2005-16 The Commission denies Call-Net Enterprises Inc.'s application for a competitor tariff for an inter-office digital transport service at OC-3 and OC-12 rates between Halifax and St. John's. Reference: 8661-C25-200407462.

2005-17 The Commission finalizes the retail quality of service (Q of S) rate adjustment plan for the large incumbent local exchange carriers. Customer credits payable under the rate adjustment plan must be implemented by 30 June of each year to customers of record as of 31 May. No changes are made to the 13 Q of S indicators used in the interim Q of S rate adjustment plan and the Total Maximum Adjustment Value continues to be set at 5% of local service revenues. The standard adjustment table used to calculate the rate adjustment for each Q of S indicator is simplified. In addition, a requirement for a rate adjustment is added in the event that a Q of S indicator is missed for 5 or more months in a year, but is above the average minimum required performance level for the year. An audit mechanism is established and reporting requirements are also defined. Reference: 8660-C12-200303751.

2005-112 9116-1299 Québec inc., Maniwaki, Quebec. APPROVED – Renewal of the radio programming undertaking CFOR-FM Maniwaki, from 1 July 2005 to 31 August 2011.

2005-113 Radio Sept-Îles inc., Sept-Îles, Quebec. APPROVED – Renewal of the radio programming undertaking CKCN-FM Sept-Îles, from 1 July 2005 to 31 August 2009.

2005-114 Radio CKYK FM inc., Alma, Quebec. APPROVED – Renewal of the radio programming undertaking CKYK-FM and its transmitter CKYK-FM-1 Alma, from 1 July 2005 to 31 August 2009.

2005-115 Canadian Broadcasting Corporation, Regina and Yorkton, Saskatchewan. APPROVED – New transmitter in Yorkton, Saskatchewan, to broadcast the programming of CBK-FM and serve the population of Yorkton.

2005-116 Fawcett Broadcasting Limited, Dryden; Red Lake and Ear Falls; and Sioux Lookout, Ignace, Hudson and Atikokan, Ontario. APPROVED – Conversion of CKDR Dryden to FM band and new AM radio stations in Red Lake and Sioux Lookout.

Telecom Orders:

2005-114 Dedicated Services Interconnection and Settlement Agreements - The Commission approves with changes the applications and directs each of the small ILECs listed in paragraph 4 of the Order to amend the agreements in order to refer to its tariffs for those services with approved tariff rates. Given that the agreements are to be effective retroactive to 1 January 2003, the Commission approves on a final basis the 2002 network access tariffs for these small ILECs. 2005-115 The Commission denies an application by FCI Broadband, dated 21 October 2003, to include a minimum charge associated with the "account receivable billed to an end-customer" component of the Billing and Collection service. Reference: TN 14.

2005-116 The Commission approves on an interim basis an application by Société en commandite Télébec, dated 2 March 2005, to revise General Tariff item 3.6 in order to introduce a 9-1-1 service for wireless service providers at a monthly rate of $0.0191 per wireless telephone number. Reference: TN 317. Eff. date = 04.04.05.

2005-117 The Commission approves on an interim basis the following application: Société en commandite Télébec/Vidéotron Télécom ltée, dated 17 March 2005. Reference: 8340-T5-0856/02.

2005-118 The Commission approves on an interim basis the following applications for tariff revisions: Bell Canada TN 6857 dated 11 March 2005, and Sogetel inc. TN 121 dated 17 March 2005.
