| What's New - February 23, 2000 The CRTC has implemented a one-numbering system for its
broadcasting and telecommunications decisions and notices. All CRTC decisions and notices
will now be numbered in sequence. We hope that this will make it easier for you to access
our documents.

Northern. TN 123. Smart Package promotion. The Commission approves Northern's
request to introduce two sales promotion programs to be held from 24 April 2000 to 2
June 2000 and from 13 November 2000 to 22 December 2000.

Northwestel. TN 727. The Commission approves Northwestel's request to offer a
one-month free trial promotion for new subscriptions to Custom Calling Features, Call
Management Services and/or Voice Messaging Services from 1 March 2000 to 31 January 2001.

Québec-Téléphone. TN 259. The Commission approves Québec-Téléphone's request to
introduce a promotion with respect to Call Answer service, from 6 March 2000 to
8 April 2000.

TCI. TN 53. The Commission approves
TCI's request to extend Directory Information Service Call Completion to the rest of
Alberta as part of the merging of the TCI and TELUS Communications (Edmonton) Inc.
