What's New - March 24, 2000

The CRTC has implemented a one-numbering system for its broadcasting and telecommunications decisions and notices. All CRTC decisions and notices will now be numbered in sequence. We hope that this will make it easier for you to access our documents.

NEWS RELEASES:

CRTC approves Sportscope application - Live sports and regional programming allowed for headline sports

CRTC approves CTV acquisition of NetStar - with conditions

DECISIONS:

2000-85 Sportscope Television Network Ltd., Across Canada. APPROVED - Application to broadcast live coverage of sports event on Headline Sports as outlined in its application and proposal to offer regional programming during a maximum of 10% of its quarterly programming schedule.

2000-86 CTV Inc. on behalf of The Sports Network Inc. (TSN), Le Réseau des Sports (RDS) Inc. (RDS), and 2953285 Canada Inc., operating as The Discovery Channel, Across Canada. APPROVED - Application that will result in CTV Inc. (CTV) obtaining an 80% controlling interest in NetStar Communications Inc. (NetStar), subject, by majority vote, to a number of conditions.

2000-87 5191987 B.C. Ltd., Peterborough, Bancroft etc., Ontario; 5191989 B.C. Ltd., Barrie, Cambridge, etc., Ontario; 5191991 B.C. Ltd., Amqui, Causapscal, etc., Quebec; 5191992 B.C. Ltd., Carleton, Sainte-Marguerite-Marie, etc., New Brunswick. APPROVED - . Acquisition from Power Broadcasting Inc./Diffusion Power inc. (Power) and Télévision de la Baie des Chaleurs inc. ("la Baie") of the assets of all radio (including the assets of a French-language radio network) and television programming undertakings located in Ontario, Quebec and New Brunswick and listed in Appendix 1 to the decision. The licences for the radio stations and network will expire on 31 August 2006. The licences for the television stations will expire on 31 August 2003, except for CHAU-TV and its transmitters which will expire on 31 August 2005.

2000-88 Isadore H. Peltier, on behalf of a corporation to be incorporated to be known as Chimnissing Communications, Christian Island, Ontario. APPROVED - Broadcasting licence for an English-and Native-language native FM radio programming undertaking at Christian Island, expiring 31 August 2006.

NOTICES:

2000-46 Canadian Broadcasting Corporation, Fermont, Quebec. The CBC proposes to add an FM radio transmitter at Fermont to offer the programming of CBSI-FM Sept-Îles (la Première Chaîne). Radio Communautaire MF Lac Simon Inc., Lac-Simon (Louvicourt), Quebec. This application is a request to amend the broadcasting licence of radio station CHUT-FM Lac-Simon. Deadline for intervention:   28 April 2000.

2000-47 Call for applications for a broadcasting licence to carry on a radio programming undertaking to serve Calgary, Alberta. Deadline for a letter of intent no later than 25 April 2000, followed by a formal application no later than 23 May 2000.

2000-48 Call for applications for a broadcasting licence to carry on a radio programming undertaking to serve Vancouver, British Columbia. Deadline of a letter of intent no later than 25 April 2000, followed by a formal application no later than 23 May 2000.

1999-206-1 Implementation of TV Policy - Correction to Appendix 1 of the notice. Extension of deadline to 4 April 2000.

CIRCULAR:

No. 439 To all licensees of broadcasting undertakings serving Prince Edward Island. Re:  On 21 March 2000, a Provincial Election was announced in Prince Edward Island. The election will occur on 17 April 2000.

ORDERS:

2000-226 Bell TN 6459. The Commission approves on an interim basis Bell's proposed additional individual residence line service charge waiver promotion. Eff. Date = 3.4.2000.

2000-227 TCBC. Reference: 8622-B1-01/99. As a result of a Part VII application from TELUS Communications (B.C.) Inc. (formerly BC TEL), the Commission relieves it of the requirement to file a general tariff for advanced intelligent network (AIN) underlying features as soon as it introduces a service that uses the AIN platform. However, in the event that an alternate service provider does request access to BC TEL's AIN platform, BC TEL will be required to file a tariff to provide the necessary services and facilities.

2000-228 TCBC TN 4046. The Commission approves TCBC's proposed extension to the Residential Winback Service Charge Waiver Promotion, with changes, and proposed housekeeping changes. Eff. Date = 18.4.2000.
