The Commission approves a Category 2 specialty television service to be known as Pulse 24 (B.C.). The terms and conditions generally applicable to Category 2 services are set out in Public Notice CRTC
2000-171-1. |

Conditions of licence |
|
The licence, when issued, will expire 31 August 2007 and will be subject to the following conditions as well as to those set out in Public Notice CRTC
2000-171-1 and in the licence to be issued. |
|
Nature of service |
|
a) The licensee shall provide a regional (British Columbia) English-language Category 2 specialty television service devoted exclusively to programming related to news and information focusing on British Columbia as well as extensive provincial, city and town coverage with talk shows, money magazines and political interactive shows.
|
|
b) The programming must be drawn exclusively from the following categories, as set out in Schedule I to the Specialty Services Regulations, 1990:
1, 2(a), 2(b), 3, 5(b), 6(a), 6(b), 11, 12, 13 and 14.

|
c) The licensee shall not broadcast live coverage of sporting events.
|
|
Advertising
|
|
With respect to the condition of licence relating to advertising, as set out in the above-noted public notice, the Commission approves the following: |
|
· condition 4d) with respect to national paid advertising will not apply.
|
|
· condition 4a) will be replaced by:
|
|
Except as otherwise provided in subparagraphs b), and c), the licensee shall not distribute more than 12 minutes of advertising material during each clock hour, no more than 6 minutes of which may consist of local or regional advertising.

Definitions
|
|
Broadcast day shall have the same meaning as that set out in section 2 of the Television Broadcasting Regulations, 1987.
|
|
Interventions |
|
Interventions in opposition to this application were submitted by TEN Broadcasting Inc. and CTV Inc. In November 2000, both interveners received approval for new Category 2 digital specialty television services.
|
|
While the Commission is sensitive to some of the concerns raised by the interveners about new Category 2 services, it has determined that delaying the launch or approval of new services would be contrary to its competitive, open-entry approach to licensing new Category 2 specialty television services.
