Identification

The Reporting Guide outlines who is to respond, explains how to do so, and provides an overview of the forms.  A set of frequently asked questions (FAQ) and glossary of terms are offered on separate Web pages.  Please consult them to address questions you may have, but do not hesitate to contact us if your questions remain unanswered.

As described in the Overview, in order to simplify the reporting obligations for the smaller entities, the Commission stratifies the industry into two groups Group 1 and Group 2).

Whether you receive the electronic or hard-copy version, the registration form is to be completed by each legal entity that supplied one of several telecommunications-related services, products, and/or facilities in Canada on a commercial basis at any point during 2005. These services and products are identified and detailed in the registration form.

A separate set of forms should be filed for each legal entity; reporting may not be consolidated across companies, even where one company holds a majority stake in another. Where the legal entity in existence on 31 December 2005, is partly formed of merged companies, survey responses should include the combined data for all predecessor companies for the entire year.

Group 1

Entities in Group 1 provide registration and annual reporting data to the CRTC using the web-based DCS.

As stated in Telecom Circular CRTC 2003-1, 11 December 2003, any entity that participates in one or more of the CRTC’s activities must have a Response Manager who serves as a single-point-of-contact for the Commission.  Changes to your Response Manager must be communicated to the Commission by sending an e-mail to telinfo@crtc.gc.ca, identifying the full legal name of the entity in the subject line and the following contact information in the body of the email:

The DCS logon process and site pages employ the epass standard. Response managers from each Group 1 entity must have an epass username and password in order to access the DCS.  If you were a response manager last year and you accessed DCS, your user id and password is still valid. 

If you have forgotten your user id or password, or you do not have a user ID and password, please contact us and we will provide you with the epass activation code.  Use this code the first time you log on to enable access to DCS which will be accessible starting 16 January 2006.  Then, from the DCS logon page, you can either register for a new epass or use an existing one.  Details of the epass registration process can be found at http://www.crtc.gc.ca/eng/file.htm.

Group 2

Group 2 entities complete their annual reporting requirements by completing a pre-populated registration form received from the CRTC via postal mail.  The Response Manager completing the hard-copy version of the registration form will also provide select operational and services information  The competed hard-copy simplified registration form is to be returned to the Commission no later than 31 March 2006. Unless a Group 2 entity’s 2005 business activities and results warrants a reclassification as a Group 1 entity, this will complete the annual registration requirements for 2006.

Guide to Forms

Group 1

The Forms for Group 1 entities are divided into two sets. The first set, the Registration form, is to be submitted by 30 January 2006. All reporting entities are required to submit this form. The second set is the Data Forms that each entity is required to submit and are accessible based the responses submitted on the REP form.

Registration form -. This form has several broad purposes. They establish each reporting entity's contact details and corporate ties to other reporting entities, they provide a basic statement of telecommunications activity areas, and they update contact details and reporting responsibility

Data Forms - These forms are divided into five CRTC activities: Monitoring of the Canadian telecommunications industry, international licences, Canadian contribution mechanism fund administration, telecommunications fees and CRTC registration lists. Each of these activities consists of a series of one or more forms. The form numbering system for these activities is:

1XX Financial 
2XX Monitoring
3XX Facilities
50X International Licences 
60X  Canadian Contribution Mechanism Fund Administration
70X Telecommunications fees 
80X CRTC Registration Lists 

Completed forms are to be submitted by the Response Manager using the Commission's web-based Data Collections System.

Group 2

In February 2006, a pre-populated simplified Registration form will be postal mailed to the Group 2 entities.  This form must be completed and returned to the Commission no later than 31 March 2006.  Unless a Group 2 entity’s 2005 business activities and results warrants a reclassification as a Group 1 entity, this will complete the annual reporting requirements for 2006.

Instructions

Legal Entities

Separate surveys should be filed for each legal entity; reporting may not be consolidated across companies, even where one company holds a majority stake in another. Where the legal entity in existence on 31 December 2005 is partly formed of merged companies, responses should include combined data for all predecessor companies for the entire year.

Reporting Period

Complete each form for year-ended 31 December 2005 except where otherwise noted. Information should be provided for the reporting entity, including any companies merged with it prior to 31 December 2005.  Note that separate reporting is required for any acquired entity that is still operating as a legal entity on 31 December 2005.

Due dates

Data Forms have varying completion dates depending on the particular Commission activity in question. The filing dates are:

  • Financial statement forms
31 March 2006
  • Telecommunications fees
31 March 2006
  • Contribution regime
31 March 2006 
  • Registration List Contact Information
30 April 2006
  • Data for the annual preparation of the monitoring report
31 March 2006
  • International licence renewals
30 June 2006

Submission

Completed forms should be submitted by the Response Manager.

Form Integrity

Each form includes shaded and non-shaded areas. You will only be able to enter data into the shaded areas.

Coordination

Please ensure that all definitions and interpretations correspond to published guidelines. All guidelines, forms, glossary, and other instructions are available for download at the introduction page. Estimates

For the Monitoring forms only, where precise data are not available or cannot be obtained, use best estimates. If estimates are used, describe the estimation methodology, giving the relevant form reference cell numbers, in an e-mail to the appropriate CRTC analyst (contact).

Revenues

Report revenues net of discounts, returns or allowances, promotional offers, and rebates. These revenues should exclude federal or provincial taxes collected for remittance to a government agency (sales and excise tax, GST, PST, HST, etc.). Goods and services sales denominated in foreign currencies should be translated into Canadian dollars in accordance with Section 1650 of the Canadian Institute of Chartered Accountants Handbook.

Scalors

Dollar amounts should be reported in units. Bandwidth amounts should be reported in millions of bits per second (Mbps). Traffic (minutes), lines, subscriptions, and accounts should be reported in units. All other measures should be reported in unscaled units, except where otherwise specified. For example, dollars are to be reported in whole dollars, minutes in whole minutes, etc.
