SpeechOpening remarks by Andrée Wylie Vice-Chairperson, Broadcasting, at the public hearing in Gatineau, Quebec Gatineau, Quebec December 1st, 2004 (CHECK AGAINST DELIVERY) Good morning, ladies and gentlemen and welcome to this public hearing. My name is Andrée Wylie and I am the Vice-Chair Broadcasting at the CRTC. I will be chairing this hearing. With me on the panel are my colleagues Andrée Noël, Regional Commissioner for Quebec; Ronald Williams, Regional Commissioner for Alberta and Northwest Territories; and Commissioners Joan Pennefather and Stuart Langford. Among the members of the Commission staff working with us are Steve Parker, Hearing Manager; James Wilson and Valérie Dionne, Legal Counsel; and Pierre LeBel, Hearing Secretary. Please don’t hesitate to speak with them if you have any procedural questions. Applications for radio undertakingsOn January 22nd, 2004, the Commission issued a call for applications for a broadcasting licence to carry on a radio programming undertaking to serve Ottawa, Ontario and Gatineau, Quebec. At this hearing, we will be looking at sixteen applications to operate radio stations in these markets. Criteria for evaluating applicationsThe panel will evaluate these applications with a view to ensuring that they meet the cultural, economic and social objectives set out in the Broadcasting Act. Our criteria for evaluating the applications will include competition and the diversity of editorial voices in the markets concerned, the quality of the applications and the potential impact of a new entrant in these markets. We will also be looking at the ability of the Ottawa and Gatineau markets to support new radio stations, the availability of financial resources of each applicant, and the proposed initiatives for Canadian talent development. Order of appearanceWe will be hearing from the applicants in the following order: 3077457 Nova Scotia Ltd. ProcedureThis hearing should take approximately eight days. We will begin each day at 9:00 a.m. and finish before 6:00 p.m. You will be notified as soon as possible of any changes to the schedule. You must turn off your cell phones and beepers while you are in the hearing room as they are an unwelcome distraction for participants and Commissioners.
