New transmitter in Abbotsford
|
1. |
The Commission approves the application by Aboriginal
Voices Radio Inc. (AVR) to amend the broadcasting licence for its
radio programming undertaking at Vancouver in order to operate a
transmitter in Abbotsford.

The new transmitter will distribute the programming of the
Aboriginal-language radio station, which was approved in New
Aboriginal-language radio station to serve Vancouver approved in
part, Decision CRTC 2001-314, 5 June 2001, to serve the
population of Abbotsford and the Fraser Valley, as well as
Vancouver. This transmitter was proposed because the one in
Vancouver would not serve the Abbotsford area.

The new transmitter will operate at 850 kHz with a
transmitter power of 10,000 watts. This frequency was
previously licensed to Rogers Radio (British Columbia) Ltd.
(Rogers Radio) to operate its AM station CFSR Abbotsford. |

The Commission notes that, in Conversion of AM radio station
CFSR to FM, Decision CRTC 2001-317, 5 June 2001, it approved the
application by Rogers Broadcasting Limited, on behalf of Rogers
Radio, to convert CFSR Abbotsford to the FM band at 107.1 MHz
(channel 296A). The decision included the following statement:

The Commission notes, and considers as significant, the
applicant’s commitment, depending upon receipt of approval for
this application, to make CFSR’s current AM transmitting
facilities, now operating on the frequency of 850 kHz, available
for use by another party without charge for a period of seven
years.

The Commission received one intervention in support of this
application.

The Commission reminds the licensee that, pursuant to section
22(1) of the Broadcasting Act, this authority will only be
effective when the Department of Industry notifies the Commission
that its technical requirements have been met, and that a
broadcasting certificate will be issued.

The transmitter must be operational at the earliest possible date
and in any event no later than 24 months from the date of this
decision, unless a request for an extension of time is approved by
the Commission before 21 February 2005. In order to ensure that such
a request is processed in a timely manner, it should be submitted in
writing at least 60 days before this date.
