To: Interested Parties

Subject: Public Notice CRTC 2000-175 - Monitoring the Canadian telecommunications industry - Consultation Procedure

As stated in the Consultation Procedure letter dated 2 March 2001, the Consultation to provide interested parties the opportunity to comment on the draft Background Report will be held in the Pontiac Room, Phase IV, 140 Promenade du Portage, Hull, Québec.

The draft Background Report, prepared by Lemay-Yates Associates Inc. to assist the Commission in establishing appropriate monitoring mechanisms for the Canadian telecommunications industry, was released on 21 March 2001.

Based on the number of parties that have indicated that they will give oral presentations, at this time it is expected that the Consultation will be held on Wednesday, 18 April only.

The 2 March 2001 Consultation procedure letter also encouraged parties to file written comments regarding the recommendations contained in the Background Report. All such comments are to be filed and copied on other parties no later than the commencement of the consultation on 18 April 2001. All comments and other material are being posted on the CRTC web site.

Procedural Matters:

The Consultation will begin at 9:00 am on 18 April with a mid-day break probably from 12:00 to 1:30;

The order of presentation will generally be in alphabetical order. A list of presenters can be found in appendix A;

Parties will be given a maximum of 20 minutes in which to make their oral presentation, and if desired, comment on the submissions of other parties. Panel presentations will be given a maximum of 25 minutes. Commission staff will address questions to parties as necessary. It is not intended that parties will be permitted to address questions to each other at that stage;

It is expected there will be time for a general discussion, including questions from parties to each other, after the oral presentations; and

Parties are to provide 20 copies of any written documents that they wish to present at the Consultation.

Yours sincerely,

Shirley Soehn
Executive Director, Telecommunications
