CJOS-FM Caronport – Licence renewal and amendment

1. |
The Commission renews the
broadcasting licence for the community-based campus radio programming
undertaking CJOS-FM Caronport, from 1 September 2005 to 31 August 2012.

In addition, the Commission approves
the licensee’s application to amend its licence by replacing the current
condition of licence stating that it shall devote, during each broadcast
week, at least 25% of its programming to Spoken Word (content category
1), which comprises News (content subcategory 11) and Spoken word –
other (content subcategory 12), as defined in Public Notice CRTC 2000-141,
as amended from time to time. The licensee requested that this
requirement be reduced to 15%. |

To support its application, the licensee
stated that this amendment is necessary as CJOS-FM operates with an
effective radiated power of 5 watts in a small rural village and relies
on a small volunteer base and a very modest operating budget. |

The Commission did not receive any
interventions in connection with this application. |

The licence will be subject to the conditions
set out in New licence form for campus radio stations,
Public Notice CRTC 2000-156,
16 November 2000, with the exception of condition of licence
no. 8, as well as to the conditions of licence set
out in the appendix to this decision. |

The Commission considers that campus radio
stations should be particularly sensitive to employment equity issues in
order to reflect fully the communities they serve. It encourages the
licensee to consider these issues in its hiring practices and in all
other aspects of its management of human resources. |

Conditions of licence
|
1.
|
The licensee shall devote, during each broadcast
week, at least 15% of its programming to Spoken Word (content category
1), which comprises News (content subcategory 11) and Spoken word
– other (content subcategory 12), as defined in Public Notice CRTC
2000-14, as
amended from time to time. |
2.
|
The licensee shall broadcast religious
programming exclusively, as defined in Religious Broadcasting Policy,
Public Notice CRTC 1993-78,
3 June 1993 (Public Notice 1993-78).

3.
|
The licensee shall adhere to the guidelines
on ethics for religious programming set out in Public Notice 1993-78
regarding the solicitation of funds and religious programming practices.
