In CJLF-FM Barrie – Technical change,
Broadcasting Decision CRTC 2005-454,
7 September 2005 (Decision 2005-454),
the Commission noted the licensee’s proposal to increase its Canadian
talent development (CTD) expenditures from $3,000 to $5,000 annually.
In addition to that increase, Decision 2005-454
noted a commitment by the licensee to expend an additional $500 per
year for a scholarship for a student studying advertising at Georgian
College. That expenditure was characterized as a proposed expenditure
on CTD and not accepted as an eligible third-party expenditure connected
to the development of Canadian musical and other artistic talent as
set out in Contributions by radio stations to Canadian talent development
– A new approach, Public Notice CRTC 1995-196, 17 November 1995
(Public Notice 1995-196). Instead, Decision 2005-454
required the licensee to re-allocate the $500 annual commitment to
CTD initiatives that meet the eligibility criteria set out in Public
Notice 1995-196, and to submit a report on how it would be re-allocated,
within three months of the date of Decision 2005-454.

The Commission notes that, in its
application, the licensee had clearly indicated that the proposed $500
scholarship was not intended to be an expenditure on CTD, but was rather
meant to be an initiative of benefit to the community as a whole. |

The Commission therefore replaces paragraph
13 of Decision 2005-454
with the following: |

The Commission also notes that, subsequent to this application,
Trust will increase its CTD expenditures from $3,000 annually to
$5,000 annually. In addition to the $2,000 increase in annual CTD
expenditures, Trust proposed to make an annual expenditure of $500 for
a scholarship for a student of advertising at Georgian College.

In addition, the Commission replaces paragraph
15 of Decision 2005-454
with the following: |

The existing condition of licence with respect to Canadian talent
development is replaced by the following condition:
|

In each broadcast year, the licensee shall devote a minimum of
$5,000 in direct expenditures towards the promotion and development
of local talent. In addition to the $5,000 contribution to Canadian
talent development, the licensee shall make an annual expenditure of
$500 for a scholarship for a student of advertising at Georgian
College.
