9-1-1 service for wireless service providers

The Commission received an application by Société en commandite Télébec (Télébec), dated 2 March 2005, to revise General Tariff item 3.6 in order to introduce a 9-1-1 service for wireless service providers at a monthly rate of $0.0191 per wireless telephone number. Télébec submitted that this new service would allow a wireless service provider with trunk-side interconnection to access Télébec's 9-1-1 network in order to transport location information associated with a wireless service provider's cell site/sector that received a 9-1-1 dialed call and the call-back number of the wireless service provider's end-customer placing a 9-1-1 call to the designated Public Safety Answering Point.

Télébec proposed the rate of $0.0191 as an interim rate based on Bell Canada's 9-1-1 rate for the same service, but adjusted to reflect the directives set out in Implementation of competition in the local exchange and local payphone markets in the territories of Société en commandite Télébec and the former TELUS Communications (Québec) Inc., Telecom Decision CRTC 2005-4, 31 January 2005 (Decision 2005-4). Télébec submitted that the proposed rate conformed to Bell Canada's rate, but with the 8.7 percent adjustment set out in Decision 2005-4 to allow the rate to recover cost plus a 25 percent mark-up.

Télébec submitted that it was in the process of completing an imputation test and that the completed test would be filed with the Commission in the second quarter of 2005.

The Commission approves on an interim basis Télébec's application pending receipt of an imputation test as required in Société en commandite Télébec and TELUS Communications (Québec) Inc. 2002 annual price cap filings, Telecom Decision CRTC 2003-57, 22 August 2003. The revisions take effect as of 4 April 2005.
