1. |
The Commission received an application by
Bell West Inc. (Bell West), dated 26 January 2005, to revise the
following General Tariff items: |

Bell West proposed an effective date of 1
August 2004 except for Call Routing - Location Routing Number Absent
service, which is to take effect 27 January 2003, and Basic Listing
Interchange File service, which is to take effect on 31 March 2003. |

In Local Competition, Telecom Decision
CRTC 97-8, 1 May 1997
(Decision 97-8), the
Commission determined that it was in the public interest to require
competitive local exchange carriers (CLECs) to provide interconnection
to all IXSPs and WSPs, at terms and conditions that were equivalent
to those contained in the incumbent local exchange carriers (ILECs)
tariffs. The Commission required all CLECs to file proposed tariffs
for interconnection, justifying any departure from the terms and conditions
contained in the ILECs' tariffs. |

In Regulatory framework for second price
cap period, Telecom Decision CRTC 2002-34,
30 May 2002, the Commission directed each ILEC to issue
tariff pages by 1 June of each year, beginning in 2003,
incorporating adjustments to the Category I Competitor Service rates
to reflect the application of the I-X constraint. |

The Commission notes that in Call Routing
– Location Routing Number Absent, Telecom Order CRTC 2003-50,
27 January 2003 (Order 2003-50),
and in Amalgamation of the basic listing interchange file service,
Telecom Order CRTC 2003-136,
31 March 2003 (Order 2003-136),
the Commission approved amalgamated rates applicable to TELUS Communications
Inc.'s (TCI's) serving territory for Call Routing – Location Routing
Number Absent service and Basic Listing Interchange File service,
respectively. The Commission further notes that Bell West operates
in TCI's serving territory. |

The Commission notes that Bell West was required
to file this amendment in order to comply with the Commission's determinations
in Decision 97-8, to
ensure that the CLEC rates match the ILECs rates on the appropriate
dates. |

The Commission notes that Bell West's proposed
in-service dates for Basic Listing Interchange File service and Call
Routing - Location Routing Number Absent service are consistent with
the Commission determinations in Orders 2003-50
and 2003-136.
However, in order to comply with the Commission's determinations in
Decision 97-8, the remaining
rates are required to take effect 1 June 2003. |

In light of the above, the Commission
approves on an interim basis Bell West's application. The revisions
to Call Routing – Location Routing Number Absent service take effect as
of 27 January 2003, the revisions to Basic Listing Interchange File
service take effect as of 31 March 2003, and all remaining rates take
effect as of 1 June 2003. |

Bell West is to issue revised tariff pages
forthwith to reflect these changes. |
