New Punjabi- and Hindi-language SCMO service
|
1. |
The Commission approves the application by the University
of Toronto Community Radio Inc. (U of T Community Radio)
to amend the licence for CIUT-FM Toronto, by adding a condition
of licence allowing the licensee to use a Subsidiary
Communications Multiplex Operations (SCMO) channel to broadcast
predominantly Punjabi- and Hindi-language programming. The service
will operate on a full-time basis and will broadcast programming
produced by Sur Sagar Radio/TV. |

Programming broadcast using an SCMO channel is not accessible
with standard radio equipment, and requires instead the use of a
special receiver. |

The Commission's policy for services using the SCMO channel of FM
stations is set out in Public Notice CRTC 1989-23 dated
23 March 1989 entitled Services Using the Vertical Blanking
Interval (Television) or Subsidiary Communications Multiplex
Operation (FM). The licensee is expected to adhere to the
guidelines set out in Appendix A to that Public Notice. |

As stated in the above-noted policy, the Commission would be
concerned if such a service were to have a negative impact on
existing local conventional ethnic broadcasters. No such broadcaster
opposed this application. The Commission is satisfied that this
approval will not cause an undue negative impact on existing local
conventional ethnic radio stations. |

In view of the strong religious element in the programming, U of
T Community Radio has committed to abide the Commission's Religious
Broadcasting Policy set out in Public Notice CRTC 1993-78.
Furthermore, the applicant has committed to abide by the
requirements related to logger tapes set out in the Radio
Regulations, 1986. It will therefore retain an exact copy of all
matter broadcast on the SCMO service for four weeks following the
date of broadcast.

The Commission further notes the applicant's commitment that
advertising on the SCMO service will not exceed seven minutes per
hour.

The Commission acknowledges the interventions submitted in
support of this application. |
