Licence renewal

1. |
The Commission renews the broadcasting licence for the
satellite to cable programming undertaking serving Winnipeg, from
1 September 2001 to 31 August 2008, subject
to the conditions specified in this decision and in the licence to
be issued. |

Conditions of licence |

By conditions of licence: |
|
· the licensee must distribute
programming consisting solely of horse racing or features related
to horse racing, originating from Assiniboia Downs and from horse
race tracks elsewhere in Canada and in the United States;
|
|
· not less than 70% of the programming
distributed by this undertaking on a yearly basis must be
Canadian;
|
|
· the licensee must comply with
subsections 5(1), 5(1.1), 10(5) and 10(6), as well as sections 12,
13, and 14 of the Television Broadcasting Regulations, 1987;
|
|
· the licensee is prohibited from
carrying advertising material. In this regard, the Commission
notes that the display of corporate logos and trademarks as well
as scrolling visual or aural messages promoting goods or services
available at Assiniboia Downs or at other horserace tracks whether
in Canada or elsewhere, are considered to be advertising material;
|
|
· the licensee must absorb any costs
incurred by cable licensees related to the carriage of this
service; and
|
|
· the licensee must adhere to the
guidelines on gender portrayal set out in the Canadian Association
of Broadcasters' (CAB) Sex-Role Portrayal Code for Television
and Radio Programming, as amended from time to time and
approved by the Commission.

Other matters |

The Commission reminds the licensee that any Manitoba cable
television licensee wishing to carry this service must have prior
written approval to do so from the Commission. |
4. |
The Commission encourages the licensee to consider employment
equity issues in its hiring practices and in all other aspects of
its management of human resources.
